- THIS FEDERAL BUSINESS OPPORTUNITY ANNOUNCEMENT IS A MODIFICATION TO SOLICITATION NUMBER DADA09-06-T9020 THAT WAS POSTED 14 OCTOBER 2005 WITH AN ORIGINAL RESPONSE DATE OF 8 NOVEMBER 2005. This announcement with reponse date of 17 March 2006 is notice that TRICARE Region 6, 7 & 8 which includes 46 Military Treatment Facilities (MTFs) in the states of Arizona, Arkansas, Colorado, Idaho, Kansas, Louisiana, Missouri, Oklahoma, Nebraska, Nevada, New Mexico, North Dakota, Texas, South Dakota, Utah and Wyomin g are continuing the standardization process for the product line of Pharmaceutical Containers (vials, bottles, ointment jars, etc.) with some new requirements which are identified below. The intent of this standardization is to establish regionally prefer red sources for hospital supply items and to standardize purchasing of these products for the MTFs. Additional TRICARE Regions may elect to join after the award. Clinical Product Team (CPTs) will evaluate this product line. CPTs can be composed of Physicia ns, Pharmacists, Nurses, Pharmacy and Medical Technicians, plus other clinicians who have expertise and knowledge of the products. They will review and technically evaluate the products submitted. TRICARE Region 6, 7 & 8 deems the CPT members to be experts . Therefore, they are qualified to determine which products are acceptable. Their recommendation can be accomplished by literature review, presentation demonstration or clinical evaluation. Vendors interested in having their pro ducts evaluated for possibl e inclusion in the standardization process should carefully review the stated requirements below. GENERAL REQUIREMENTS for this product line include but are not limited to the following: 1.) Meets requirements of the FDA, USP and CPSP relating to pharmaceu tical packaging of such dispensed products (seals, moisture and light barriers etc.) 2.) Child resistant closures. 3.) Convenient packaging of lids with bottles/vials. 4.) Provides good visibility of product for validation. 5.) Accommodates a number of non -robotic automated dispensing systems. 6.) Clearly marked, easy to read graduations. 7.) Value added service such as customer support. NEW REQUIREMENTS FOR THIS PRODUCT LINE INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING: 8). If vials are compatible with existing robotics systems, vendors must provide a list of those systems. 9.) Child resistant closures on vials must be reversible to provide non-child resistant closures to ease use for elderly or those physically challenge d and eliminate need for stocking an additional non-child resistant container and/or closure. 10.) Provides a wide range of shapes and sizes to include vial sizes greater than or equal to 90 drams. 11.) Provides full product line of pharmaceutical containers: jars for ointment, graduated bottles for liquids, and vials for tablets/capsules. If your company currently holds a Distribution and Pricing Agreement (DAPA) for the Medical-Surgical or Pharmaceutical product line for Pharmaceutical Packaging, your company is eligible to participate in the standardization effort for this region. If your company is not a current DAPA holder for this product line, you are still eligible to participate in this standardization effort for this region by contacting the Defense Supply Center Philadelphia (DSCP), Mr. John Charalabidis at (215) 737-7124 or e-mail (John.Charalabidis@dla.mil) to apply for a DAPA. Your company can be considered once DAPA paperwork is pending at DSCP. After you have notified the POC below of your intent to participate, the POC will advise you of the next steps to take. Distribution of these products for the MTFs will be accomplished through Cardinal Health, the DoD Medical-Surgical Prime Vendor for Region 6, 7 & 8 and/or Ca rdinal Health, AmeriSource Bergen, and Dakota Drug, the Pharmaceutical Prime Vendors for Region 6,7 & 8. If your company can provide any of these products, please forward literature of all items available from your company that meet the product descriptions above and any corresponding product literature no later than 17 March 2006. Those companies th at do no reply by this date may be eliminated from consideration. If the CPT recommends a company, the TRBO may request sales data and a conversion plan. This information will be treated as proprietary and not releasable. Suppliers may be required to condu ct clinical trials and provide clinical samples at no cost to the government.
