Description
DESCRIPTION: This contract is for excavation, data recovery, and documentation of two archeological sites on Ross Lake, during maximum reservoir drawdown, approximately April and May, 2006. The contractor will employ surface mapping of artifacts (including collection of formed or culturally and chronologically-sensitive types), site mapping, excavation of shovel or test probes, excavation of stratigraphy trenches and pits, and full-scale excavation using 1x1 and 2x2 m square excavation units, as needed to perform data recovery. The contractor will employ standard laboratory and analytic techniques used to describe, identify, and classify archeological collections. An inventory will be prepared of all artifacts recovered from excavation units, their provenience, class or artifact category, age assessment, and context (in situ or disturbed). Laboratory methods, like field methods, must be clearly described and their results clearly presented, along with archeological interpretations of the data that address issues and objectives of the research design. The contractor is strongly encouraged to seek qualified field workers among members of the three Skagit River tribes, to the extent possible. At the contractor's request, NPS staff will provide contact information for each of the tribes, which include the Sauk-Suiattle, Swinomish, and Upper Skagit. The annual exposure of both sites to the erosive effects of reservoir shoreline processes may have altered site conditions since original field testing 1989-1990. These two sites, located high in the reservoir, may be particularly susceptible to reservoir effects, lending an urgency to the proposed excavations. No pre-contact period human burials, gravesites, ceremonial features, or sacred objects have been recorded or reported the project area or within the park boundaries. The historic gravesite of John McMillan is located far to the south of this project area. LOCATION: The project area is located near Hozomeen campground in Ross Lake National Recreation Area, eastern Whatcom County, Washington, on lands managed by the National Park Service. It is comprised of the exposed and devegetated reservoir bottom lands ("drawdown zone"), where reservoir sediments and eroded soils are exposed to air for a short time each year. Vehicle access is easiest from the north, through British Columbia. This requires travel up the Fraser River valley to the town of Hope, B.C., then south for ~45 miles following the gravel Silverhope-Klesilkwa Road to the northern end of Ross Lake. SOLICITATION DETAILS: This is a best value procurement open to small business concerns. The NAICS code for this project is 541720 and the small business size standard is $6 million.
