- On behalf of the Treasury Franchise Fund?s FedSource, the Bureau of the Public Debt intends to issue multiple-award, Indefinite Delivery, Indefinite Quantity (IDIQ), parallel solicitations to acquire the services of capable businesses to provide Project Support Solutions on a nationwide basis to multiple Federal agencies. Details for the services will be outlined in the performance based work statement. The Government intends to make multiple awards as a result of each of the solicitations for a base year and four option years. Offers will be solicited from the small business community to include 8(a)s, HUBZones, Service Disabled Veteran Owned Small Businesses (SDVOSBs), and small businesses; and on an unrestricted basis. Potential offerors may propose on one or more of the five service groups listed below that comprise the overall Project Support Solution effort, which will be addressed in separate solicitations. Multiple solicitations will be released by the Government, as indicated below, in order to make multiple awards to businesses in all business size and certified SBA disadvantaged business categories. The 5 different service groups include Group 1 ? Administrative/Clerical/Light Industrial (NAICS 561110), Group 2 ? Scientific and Medical (NAICS 541710), Group 3 ? Engineering (541330), Group 4 ? Information Technology (541513), and Group 5 ? Professional/Technical (541990). Each of the above groups will be identified in 12 parallel solicitations numbered, BPD-06-R-0015, BPD-06-R-0016, and BPD-06-R-0017 for Service Group 1; BPD-06-R-0018 and BPD-06-R-0019 for Service Group 2; BPD-06-R-0020 and BPD-06-R-0021 for Service Group 3; BPD-06-R-0022 and BPD-06-R-0023 for Service Group 4; and BPD-06-R-0024, BPD-06-R-0025 and BPD-06-R-0026 for Service Group 5. All parallel solicitations will be posted simultaneously. The resulting order of precedence within Service Group 1 Administrative/Clerical/Light Industrial, with regards to the competition of task orders is as follows: Blended Small Disadvantaged Business Participant (includes 8(a), HUBZone, and SDVOSBs) Competition; Small Business Competition; and Unrestricted Competition. Blended Contractors, followed by the Small Business Contractors, will be given priority consideration on requirements 1, 3, 4 and 5. Small Business Contractors will be given priority consideration on requirement 2. (See uploaded Award Process Flowchart). Considering that the Government intends to award multiple contracts under each parallel solicitation, the following procedures and selection criteria will be used to provide Contractors a fair opportunity to be considered for each task order (FAR 16.505(b), Ordering). Each task proposal request will specify whether the task order is being awarded based upon lowest price or a combination of price and technical merit representing the best value to the Government.
