Description
The National Institute on Drug Abuse, Station Support/Simplified Acquisition (SS/SA) Branch on behalf of National Institute of Mental Health (NIMH) has a need for services from a Senior Health Informatics Specialist. The procurement is prepared and administrated using simplified acquisition techniques FAR 13.106 (1). The requirement is based on The Interagency Autism Coordinating Committee (IACC), created by the Children’s Health Act of 2000, bring together public participants and government agencies (within and outside the Department of Health and Human Services) to set an agenda for autism research. In November 2003, a research plan (the “Autism Research Matrix”) was approved that included 37 specific research goals, divided into those that could be achieved in one to three years, four to six years, and seven to ten years. A total of twenty-six of the thirty-seven goals (including in particular the three-year goal of launching the Autism Phenome Project) would be greatly facilitated by the development of a national database that could pool existing datasets and make both existing and newly-collected data available to all researchers’ in the community. NIH has initiated the National Database for Autism Research (NDAR) in order to accelerate the pace of research in autism. This is a Request for Quotations # 6009. This procurement will be processed using simplified acquisition techniques as Fee for Service award. The services to be performed will include: 1)The Contractor will provide detailed functional specifications for the clinical, genetic and imaging systems, ensuring data integrity and interoperability. 2)The contractor will develop competitive request for funding for Autism, as needed for components to be developed. 3)The Contractor will assist in customizing and integrating autism assessment tools into NDAR and assist in structure of the position of the Institute and make recommendations regarding the appropriate grade and series and optimum organization. 4)The Contractor will provide assistance in development of NDAR’s ontologies requirements and NDAR evaluations strategies. 5)The Contractor will review information that has already been collected by the NIMH on data sharing within the autism community, interview additional stakeholders as needed and contribute to the operational data sharing policies to be used by NDAR. 6)The Contractor will be responsible for soliciting input from the research community including researchers, advocacy organizations and federal institutes concerning policies adopted by NDAR. 7)The Contractor will work with entities to identify activities in which they are or are planning to be involved that relate to the goals of NDAR. 8)The Contractor will collaborate to identify that both strengthen the goals of NDAR and those organizations. 9)The Contractor will devise a strategy for NDAR to educate the autism community abut NDAR and help them to understand ways in which they can participate and contribute to this national effort. 10)The Contractor shall have a broaden understanding of NDAR, therefore, researchers and others will be able to better use the system and suggest improvements. 11)The Contractor will not have any direct decision making authority with NDAR. 12)The Contractor will be primarily providing scientific advice and technical support to the project officer and by acting as liaison to the autism community 13)The Period of Performance is January 30, 2006 through December 30, 2006. Quotations will be evaluated on the following criteria: 1) Ability to meet stated requirements; 35 points; 2) Demonstrated ability to develop an internet based autism database (30 points); 3) A minimum of 5 years of science and clinical experience with autism; (20 points); 4) Contacts and liaisons with the autism advocacy groups (15 points.
