- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION OR SPECIFICATIONS AVAILABLE. The Solicitation Number for this announcement is W912P8-06-R-0116. The U.S. Army, Corps of Engineers , is soliciting for Capability Statements from all qualified and interested parties that are Small Business, 8(a) firms, and HubZone small business firms to participate in Program and Project Management services for the New Orleans District and Mississippi Valley Division (MVD). NAICS Code for the proposed acquisition is 541618, and the business size standard is $6.5M. The Federal Supply Code is R799, Other Management Support Services. Under FAR guidelines, the prime contractor must have the capability to perform at least 20 percent of the contract work with his-or-her own employees. The Government will use responses to this SOURCES SOUGHT synopsis to make appropriate acquisition decisions to solicit this project as either a competitive Small Business, 8 (a) or HubZone Small Business or Unrestricted. The proposed acquisition will be Program and Project Management services for South Louisiana Water Resources Program including Hurricane Protection and Coastal Restoration. Description of work includes but is not limited to support in meeting preparation, technical support, post-meeting assignments, document and report development, documentation management, development of project schedules with updates and analysis, development of budget documents, analysis of budget and expenditure data, quality control checks, program guidance interpretation and integration, and assessments and recommendations to resolve issues affecting execution. The approximate value of this acquisition is $30,000,000.00. The Corps intend s to award a three year Firm-Fixed Price, Indefinite Delivery/Indefinite Quantity contract. This will be a Best Value procurement process. The award will be based on an assessment of the evaluation results as a whole. The Government invites contracto rs with the capabilities necessary to meet or exceed the stated requirements to submit Capability Statements consisting of appropriate documentation, literature, brochures, and references anticipated to be five to ten pages, following the set format. Resp ondents must include references and a capability statement for at least two completed projects within the last three years of similar work within the same dollar value magnitude of this notice. Each reference shall include the company name and title, telep hone number, and point of contact. Indicate whether your firm was the prime contractor or subcontractor on other similar projects. The capability statements for each project should be numbered consistent with the below requirements followed by supporting documentation. Offerors need to provide a list of projects by contract numbers, project titles, dollar amounts, and evidence of the following specific capacity and capabilities: a. Demonstrate (through past performance on large and complicated Civil Works Water Resources Projects in a Federal arena) capacity and capability to provide two independent project management teams and a program management team to manage, administer, sche dule, track, budget and interact with Corps employees in a high profile, high priority project environment. b. Demonstrate (through past performance on large and complicated Civil Works Water Resources Projects in a Federal arena) capability and capacity readily available to provide necessary quality personnel skilled in: 1. management of multiple high value project sites 2. administrative services and reporting supporting adherence to state, local and federal management practices 3. project management 4. program management 5. preparation and developing multi-media presentations of information, data and process procedures and management practices 6. Preparation and administering public meetings and workshops 7. capable of conducting studies in approved Corps of Engineers environments, such as SID/EAD, HEC-FDA, d Base, Lotus, and @Risk. 8. utilization of Primavera P3e and Open Plan Professional software for development of a flow chart of events necessary to complete a feasibility level study in its entirety, or any indicated components or features of the study. Primavera P3e and Open Pla n Professional are software packages used to organize and track estimates of activity cost, schedules/calendar dates, and all activities necessary to complete a study. 9. quality management 10. technical writing capability to compile reports The Capabilities Statement for this sources sought is not expected to be a proposal, but rather short statements regarding the companys ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any co mmercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engi neers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. After completing its analysis, the Government will determine whether to limit competition among Small Business, 8(a), or HubZone firms or proceed with full and open competition as Unrestri cted. Offers that do not meet all requirements or submit within the allotted time will not be considered. Electronic submissions will be accepted.
