- This is a combined synopsis prepared in accordance with FAR 13 with the format12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AND A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. The applicable solicitation number is N00181-06-Q-0114 and quotations are being requested.. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24 and the Defense Federal Acquisition Regulations Supplement 1998 Ed. The NAICS classification is 333512 and the business size standard is 750 employees. The Fleet and Industrial Supply Center, Norfolk Naval Shipyard Marine Industrial Branch intends to issue a firm fixed price contract for one (1) each Pipe Roller Bender, Roundo R3 or equal as follows: PURCHASE DESCRIPTION FOR A PIPE ROLL BENDER 1. The purchase description set forth below reflects those characteristics which are essential to the minimum needs of the government. 2. The pipe roll bender shall be a Roundo Model R3 or approved equal. 3. Capacity 2? diameter schedule 40 pipe, 2? diameter schedule 40 stainless steel pipe. 4. Machine to be heavy-duty with steel frame, all three rolls shall be driven, approximately 9? diameter rolls, rolling speed approximately 30? per minute, approximately 5 hp motor, approximate weight 2800 pounds. 5. Electric motor and controls providing single rolling speed. 6. Hydraulically operated and powered adjustment of lower rolls. 7. Shall include optional electronic digital readouts for adjustable lower rolls. 8. Complete hydraulic system with pump, electric motor, and controls. 9. Push button controls in a portable console for rolls rotation and lower rolls adjustment. Low voltage at the controls. 10. Electric power to be 440 volt 3 phase. 11. Emergency stop palm button. 12. All required wrenches and handles. 13. Pipe rolls for both ?? and 2? schedule 40 pipe. Pipe rolls for both ?? and 1?? schedule 40 pipe. Pipe rolls for both 1? and 1?? schedule 40 pipe. 14. Safety: Safety and operational interlocks shall be provided to minimize damage to the machine, hazards to personnel, and spoiled work. Safety interlocks shall be provided on access doors to any hazardous area. The machine shall meet all necessary operator safety requirements of OSHA 29 CFR 1910.21 as a minimum. In addition it shall meet or exceed the National Fire Protection Association. 15. (NFPA) requirements of NFPA 79-1987, ?Electrical standards for Industrial Machinery?. 16. Four (4) copies of the manufacturer?s technical manuals, spare parts list and installation drawings shall be packaged in waterproof envelopes and packaged with the equipment prior to shipment. 17. The equipment shall be packaged, packed, and preserved in accordance with the manufacturer?s best standard commercial practice to reach its ultimate destination undamaged. The package shall be prominently marked ?not for outside storage?. Yellow packaging, packing, preservation and marking for shipment to Naval activities is prohibited. 18. Delivery: Machine shall be delivered to Building 202 at the NORFOLK NAVAL SHIPYARD F.O.B. The contractor shall notify NORFOLK NAVAL SHIPYARD at least ten (10) working days in advance to schedule a delivery date. Norfolk Naval Shipyard will provide a forklift and forklift operator to assist as required with this operation. The installation location is on the 1st floor of Building 202 in the Pipe Shop. 19. Inspection shall be performed at Norfolk Naval Shipyard by the designated government quality assurance representative, and shall consist of an examination of: type and kind; quantity; condition; operability, if readily determinable; preservation, packaging and marking. Final acceptance to be performed at Norfolk Naval Shipyard. 20. Warranty: All components, parts, installation work, and labor for the machine and its accessories furnished under this specification shall be covered by warranty from defects in design, materials, and workmanship for a period of one (1) year from the date of acceptance by NORFOLK NAVAL SHIPYARD. Warranty shall include parts, labor, travel, and per diem, and shall incur no expense to the Government. If warranty work is required, after being notified by NORFOLK NAVAL SHIPYARD, the contractor shall respond back to NORFOLK NAVAL SHIPYARD within 24 hours with a proposed method and time schedule for warranty repairs. All warranty work shall be completed by the contractor in a timely manner that is acceptable to the Government. Warranty work performed at NORFOLK NAVAL SHIPYARD by the contractor shall be performed by English speaking U.S. Citizens. All work shall be performed during normal working hours: Monday through Friday form 7:20 am to 4:00 pm Eastern Standard (or Daylight if applicable) Time, excluding Federal Holidays. 21. The contractor shall provide specialized training to familiarize NORFOLK NAVAL SHIPYARD personnel with the machine. Within two weeks after the machine is delivered to NORFOLK NAVAL SHIPYARD, shipyard personnel will unpack the machine and connect it to the shipyard electrical power system. The contractor will be notified that it is time to send in a representative to perform training at the shipyard. The contractor shall provide the services of qualified training representative. The representative shall be an English speaking U.S. Citizen. All training shall be performed during normal working hours: Monday through Friday form 7:20 am to 4:00 pm Eastern Standard (or Daylight when applicable) Time, excluding Federal Holidays. The training shall apply to personnel as follows: Machine Operator Training: Machine operator training shall include instruction on proper set-up and operation of the machine. Three (3) shop personnel will attend the training session. Maintenance Personnel Training: Maintenance training shall include troubleshooting and methods of correction should the machine malfunction with emphasis on minimizing down time. Three (3) maintenance personnel will attend the training session. The training will be held at the installation location. Quote best delivery as delivery is a factor of award. Delivery shall be FOB Destination, NNSY, Portsmouth,VA 23709-5000.Inspection and Acceptance at Destination. The following apply: FAR 52.212-1, 52.212-3, 52.212-4, 52.212-5 incorporating 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33 as applicable. ADDENDA: DFAR 252.212-7001 incorporating 252.225-7001, DFAR 252.204-7004 REQUIRED CENTRAL REGISTRATION. LACK OF REGISTRATION IN THE CCR DATABASE WILL MAKE AN OFFEROR INELIGIBLE FOR AWARD. All responses must include a completed copy of the Certifications and Representations set forth in FAR 52.212-3. All offers shall be evaluated for fair and reasonable price, technical acceptability, satisfactory past performance, delivery schedule, and adherence to the applicable clauses/provisions. Past performance will be evaluated using the Navy Red/Yellow /Green program as follows: (A) This procurement is subject to the Navy Contractor Evaluation System, Red/Yellow/Green (RYG).program. RYG is authorized by the Assistant Secretary of the Navy (Research, Development and Acquisition) for the acquisition of commodities used to build and maintain the Fleet materials, parts, and components of ships, planes and weapons systems. (b) The Government reserves the right to award to the contractor whose offer represents the best overall purchase value to the Government. As such, the basis for contract award will include an evaluation of proposed contractor quality performance history. The price to be considered in determining the best value will be the evaluated price as Technical Evaluation Adjustments (TEA) or related quality assurance actions, as applicable, are applied to the offered price. (C) The procedures described in the clause of this solicitation entitled ADDITIONAL EVALUATION FACTORS ? CONTRACTOR EVALUATION SYSTEM, RED/YELLOW/GREEN PROGRAM (MAY 1992), will be used by the Contracting Officer to assist in determining the best purchase value for the Government: price, past quality performance and other factors considered. Parties responding to this Request for Quotation may submit their quote in accordance with their standard commercial practices (e.g. company letterhead, formal form quote etc.) but must include the following : (1) Complete mailing address and remittance address; (2) prompt payment discount; (3) anticipated delivery (4) Taxpayer ID number (TIN); (5) All completed certifications as required herein. All responses must be received by 2:00 PM local time 27-Feb-2006.
