- The NHLBI intends to negotiate with Rees Scientific Corporation for a sole source contract award. The award will provide all services and materials necessary to maintain in optimal performance a scientific freezer alarm system installed within the Louis Stokes Laboratory, Building 50, on the campus of the National Institutes of Health, Bethesda, MD. The performance period will consist of a base year plus four successive one year options for a total of five years. The freezer system was originally included as a construction component of the building and has been operational since the facility opened in 2001. Rees Scientific has successfully maintained the system since its installation. It is comprised of a complex framework of over 400 devices as well as accessories, probes and ancillary wiring that monitors lab freezer temperatures throughout the building. The freezers contain biological research samples that are extremely heat sensitive, some of which are more than 50 years old and cannot be replaced. Should the system malfunction and the samples thaw, the damage to the progress of the research would be irretrievably lost. Award to another contractor for a replacement system would require the development/installation of a configuration that parallels the current structural parameters of the Rees alarm. Consistent sample temperature control of the research samples during installation would be of utmost importance. The cost associated with maintaining the current system during the transition in addition to costs associated with the development and installation of a replacement would well exceed the sole source cost of this award to Rees Scientific Corporation. The North American Industry Classification (NAICS) Code for this requirement is 561621 and the size standard affiliated with this code is $11.5M. As stated above, this notice of intent is not a request for competitive proposals. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of 41 U.S.C. 253(c)(1), FAR 6.302-1 and HHSAR 306-302-1. Interested parties may identify their interest and capabilities in response to this requirement within 30 (thirty) days after publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
