- It is the intent of the National Library of Medicine (NLM) to negotiate professional services from Princeton Technology Partners, Washington, DC (Francois Lang) on a sole source basis under the authority of the Federal Acquisition Regulations (FAR) 6.302. Period of Performance will begin on the date of award for a period of nine (9) months. Professional services of a Prolog programmer are needed over a period of nine months to develop SemRep, a symbolic natural language processing program for biomedical text. The work to be performed includes modification of the existing system as well as the development and implementation of new predicates to address current requirements. Qualifications for this work are extensive experience in using Prolog and Perl and in natural language processing methodology and the SemRep system. Detailed knowledge of resources include MetaMap, Medline, Entrez Gene, Genetics Home Reference, ClinicalTrails.gov, and the Unified Medical Language System (UMLS). The purpose of this contract is to obtain professional services for developing SemRep and the related software system needed to support the first phase of the Semantic Medline application. The required work falls into the following areas: (1) Testing procedure; (2) Integration of existing SemRep modules; (3) Semantic indicator rules; and (4) Running SemRep on large numbers of Medline citations. REQUIRED TASKS: The professional services to be performed consist of the delivery of hours in completing the following tasks: Testing (1) Design and implement an automated method for monitoring SemRep version upgrades Modules - Upgrade SemRep modules produced in an earlier phase of development (2) Incorporate enhancements to coordination processing into semspec and semgeninterp modules (3) Integrate semspec and comproc into seminterp module (4) Reconcile lingering differences in license_for_multiple_use module Indicator rules - Work with staff linguists and physicians in devising additional semantic indicator rules for the following predicates in the UMLS Semantic Network: (5) CAUSES, particularly for adverse drug reactions (6) DIAGNOSES (7) INTERACTS_WITH, particularly for drug-drug- interactions Completion of each task includes determining syntactic correlates, testing, and integration of the rules into the production version of SemRep. Running on Medline citations - Develop a method for running SemRep on large numbers of Medline citations. A reguirement for these tasks is that the method developed be practical for running SemRep on the Medline Baseline database (more than 15,000,000 records). (8) Exploit the latest version of MetaMap tokenization in SemRep processing (9) Work with Indexing Initiative staff in resolving lingering problems with acronym expansion (10) Devise a method for using the results of MetaMap processing of the Medline Baseline database (11) Run SemRep on 2005 Medline citations (12) Ensure that the results of task (11) are loaded into the Semantic Medline database (13) Begin running SemRep on the Medline Baseline database REQUIREMENTS: Notice of Government Unlimited Rights to Work First Produced Under this Contract: Government rights to work first produced under this contract are established by Federal law including, but not limited to, this specific reference: FAR 42.227-14, Rights in Data - General, (b)(1). Requirement to Notify Government of Propietary Work Dependencies: Offerors are required to notify the Government in writing of any dependencies of the deliverables under this contract on propietary, copyrighted, or patented work that potentially inhibits, restricts, or requires permission for the dissemination of the deliverables to the public, other governmental agencies or research groups, or any other parties whatsoever. Mr. Fran?ois Lang has extensive experience in information technology programming, particularly in natural language processing. Most importantly, he is very knowledgeable in the Prolog language, which is crucial to the successful completion of this work. Further, Mr. Lang has unique experience with the SemRep system and supporting resources at the National Library of Medicine, due to previous work on the project. Vendors may identify in writing their interest in responding to the requirement along with their capabilities or submit a proposal. This notice of intent is not a request for competitive proposals. However, all proposals received no later than the closing date of this announcement will be considered by the government. A determination by the government not to compete this proposed acquisition, based on the response to this notice is solely within the discretion of the government .
