Description
The Specialty Center Contracts Core, NFESCW Code RAQN0 for the Naval Facilities Engineering Service Center Environmental Restoration Division is seeking various environmental services for 1) Implementing innovative technologies, strategies and techniques by: a) providing training and outreach; b) research development, testing, and evaluation (RDT&E); c) selection, design, engineering, construction, execution, implementation, optimization, monitoring/testing/performance sampling, and 2) Technical consultation and programmatic support to assist in guiding and managing environmental projects and programs. The work will be performed primarily in support of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) (e.g., Navy Environmental Restoration Program). Occasionally, other business lines or non-environmental programs that have similar environmental service requirements will be supported including: Base Realignment and Closure (BRAC) Program, Munitions Response Program, Range Sustainability Program, Pollution Prevention Program, or Environmental Compliance Programs. Required services may be performed in any location worldwide, for any Federal Agency NAVFAC is supporting, but work will be predominately in the U.S. near Navy and Marine Corps facilities. There may be travel and incidental construction related to implementation of technologies, strategies and techniques applied at or near impacted sites. A single award contract with a performance based statement of work and quality assurance surveillance plan with both positive and negative incentives is planned. An indefinite-delivery, indefinite quantity, cost plus award fee type contract for a base year with a four one-year options will be used. This procurement is 100 % UNRESTRICTED with a North American Industry Classification System (NAICS) code 541330, Engineering Services with a size standard of $25 M applies. The solicitation will be available by INTERNET ACCESS ONLY. All solicitation documents and amendments thereto will be posted on the NAVFAC E-Solicitation website at http:///www.esol.navfac.navy.mil. The Solicitation will be available for review on the website on or around March 31, 2006, the closing date will be forty-five days after posting. It shall be the contractor?s responsibility to check the websites for any amendments. Qualified parties are required to register for the solicitation at the NAVFAC E-Solicitation website. The Contractor is required to register with the Department of Defense Central Contractor Register (CCR).
