- UPDATE TO FA8601-06-R-0021, 23 JANUARY 2006: Amended and attached solicitation to update Attachment #3, Evaluation Factors For Award, paragraph 1(3)(a). Attached answers to RFP questions. Per Attachment #2, paragraph 5(a), sign the SF 30 Amendment of Solicitation/Modification of Contract and attach to your proposal. Attached 17 Jan 06 Site Visit Minutes The Operational Contracting Squadron, 88 CONS/PKBA, will issue request for proposal (RFP) FA8601-06-R-0021 on approximately 22 Dec 05, for the acquisition of custodial services for the Child Development Center and Youth Center at Wright Patterson Air Force Base, OH. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items/services necessary to maintain a satisfactory facility condition and present a neat, clean, and professional appearance. Work shall comply with Government and local laws and regulations. The anticipated period of performance is one year, 1 Jun 06 – 31 May 07. The contract includes provision for four option periods of one year each: Option Period I, 1 Jun 07 – 31 May 08, Option Period II 1 Jun 08 – 31 May 09, Option Period III 1 Jun 09 – 31 May 10, and Option Period IV, 1 Jun 10 – 31 May 11. The proposed contract is a 100% HUBZone set aside for small business concerns. The North American Industry Classification System (NAICS) code for this acquisition is 561720, with an associated size standard of $14 million average gross revenue over the last 3 fiscal years. The Request for Proposal (RFP) and the Performance Work Statement (PWS) will be posted on the ASC Pre-Award Information Exchange System (PIXS) at the web address: http://www.pixs.wpafb.af.mil. The RFP will be issued electronically approximately 22 Dec 05, on PIXS. PAPER COPIES WILL NOT BE ACCEPTED. The RFP can be downloaded and printed from the World Wide Web at the PIXS address above. After the solicitation has been posted, it is incumbent upon the interested parties to review the web site frequently for updates to the documents. All responsible HUBZone and Service-Disabled Veteran-Owned Small Business sources may submit a proposal and shall be considered. Completed copies of the provisions at FAR 52.212-3, Offeror Representations and Certification – Commercial Items, and DFARs 252.212-7000, Offeror Representations and Certifications – Commercial Items, must be submitted with the offer. Facsimile or alternate proposals are not acceptable. Contractors must be registered in the Central Contractor Registry (CCR) prior to award for solicitations issued after 30 May 98. Mr Steven Miller has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. Existence of an Ombudsman does not diminish the authority of the program director or the Contracting Officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals, or the source selection process.
