Description

SOLICITATION APHIS-06-019 IS POSTED FOR FULL AND OPEN COMPETITION. A PREPROPOSAL CONFERENCE IS SET FOR MARCH 21 WHICH WILL INCLUDE A TOUR OF THE FACILITY. PREREGISTRATION IS REQUESTED AS WELL AS VALID ID AND REGISTRATION IN CCR. DETAILS ARE IN THE SOLICITATION. PROPOSALS ARE DUE ON APRIL 11, 2006. USDA, APHIS, VS has a requirement for a general contractor to provide labor, services, material and equipment necessary to modernize the New York Animal Import Center as described in the statement of work, drawings and specifications which will be made available. Work on the project includes the renovation of nineteen animal holding and storage buildings as well as site work at the facility. All work shall be done in accordance with the latest building codes and will comply with local, Federal and State codes and is subject to Davis Bacon. The company will be required to obtain all necessary permits and licenses. This contract will be awarded as a Firm Fixed Price contract to the most qualified company based on best value not low bid. The successful company will be required to provide performance and payment bonds.A bid bond is required with the proposal. If there are questions after the solicitation is released, they should be submitted in writing via fax, letter or email to the Contracting Officer. The Contracting Officer requests that questions be held until after the solicitation is published and interested parties have thoroughly reviewed the solicitation package including attachments. Questions via the phone are discouraged. This solicitation will be announced for full and open competition, no set aside, and all responsible parties may submit a proposal which will be evaluated. Proposals will be due no later than 2:30 pm CST on April 11, 2006. Potential contractors who attend will be given preference for award. The dollar value of this effort is estimated between $4M and $5M, therefore an acceptable subcontracting plan will be needed prior to award. A copy of the solicitation will be available at this office for review after the posting date and will also be available at the preproposal conference. Parties interested in submitting a proposal should monitor the FBO website for amendments to the solicitation.
