Description
The Colville National Forest requires trail maintenance on the Three Rivers and Republic Ranger Districts. The services will be located in Ferry and Steven Counties, Washington, located in the NE portion of Washington State. There is approximately 99.8 miles per year of trail to on the east side of the Three Rivers Ranger District, approximately 49.5 miles per year of trail on the west side of Three Rivers Ranger District and approximately 72.8 miles per year of trail on the Republic Ranger District. There will be three bid items on the solicitation and there may be up to three awards from this solicitation. The Contractor shall furnish all labor, materials, equipment, supervision, tools, transportation, operating supplies, and incidentals necessary to perform the work in accordance with the specification and provisions and clauses of the contract. Service will include, but not limited to: logout and tread cleaning, brushing and limbing, reshaping tread, drainage structure maintenance, and water bar installations. The resultant contract will be an indefinite quantity contract. Task orders will be issued when funding and work becomes available. The contract will have a base and two one-year options (for Fiscal Years 2007 and 2008). Estimated start work date is on or about May 1, 2006. Logout and Tread Cleaning are generally required to be done within two weeks of snow melt for most trails. The most intensive period of contract work occurs in late June and early July, when over half of the trails open almost simultaneously. This project will be advertised as a written request for quotations and will be solicited under the Simplified Acquisition Procurement (SAP) rules. The NAICS code is 115310 and size standard is $6 million. The project is 100 percent small business set-aside. Estimated issue date is March 13, 2006, with quotations estimated to be due April 12, 2006. The actual due date will be listed on the solicitation. All responsible sources may submit a quote which will be considered. The solicitation will be posted electronically at this site when it issues.
