Description
The Department of Agriculture, Natural Resources Conservation Service, located at the Fort Worth Federal Center, Bldg. 23, 501 W. Felix Street, Fort Worth, TX, is soliciting Geological Analysis Services through an A-76 Study. This is NOT a request for proposals. This synopsis specifies the Government?s requirement. There is no separate solicitation package, and no other advertisement to solicit information for evaluation is intended to be announced in conjunction with this A-76 Study. In order to be considered for this contract, offerors must submit a current Standard Form 330(SF-330). The standard form can be downloaded from the Forms Library at website: http://www.gsa.gov/ Firms desiring consideration shall respond by submitting four (4) copies of the SF 330 and appropriate data by 4:30 PM CST, 15 May, 2006 to the following address: USDA, Natural Resources Conservation Service, Attn: Barbara Bardin, 50l W. Felix St., Bldg. 23, FWFC, Fort Worth, TX 76115 or P.O. Box 6567, Fort Worth, TX 76115 All interested prospective offerors will be evaluated based on the information submitted on their SF 330. Potential offerors are advised that this standard competition will be performed under a deviation granted by the Office of Management and Budget that enables NRCS to conduct this public-private competition for Architect/Engineer type Geological Analysis Services, consistent with both OMB Circular A-76 standard competition guidelines and the Brooks Act. The resultant contract will be procured in accordance with the Brooks Architect-Engineer (A-E) Act as implemented by FAR Subpart 36.6. The Government currently performs the solicited Geological Analysis Services and can submit its SF 330 for consideration. The USDA Natural Resources Conservation Service is seeking Geological Analysis Services throughout the continental U.S., the Pacific Basin, and Caribbean, which are currently performed by 37.8 in-house FTE. The resultant contract will include geological investigations, geologic reconnaissance investigations, preliminary geologic investigations,detailed geologic investigations,as-built(construction)investigations, remediation investigations, rehabilitation, repair; engineering report input and deficiencies, watershed protection planning, emergency watershed protection,informal geology support,geology training, other geology work (soil survey support, natural resources conditions, geologic attractions, geologic hazards, policy and standards review and development, legal support and professional testimony, developing grant proposals, participating on interdisciplinary teams, data and document management and disbursal (library), contract support monitoring and quality assurance, other NRCS work (document review, cultural resources support, application or models, nationwide data collection efforts, independent reviews of products, state office support) and professional and community services. Submissions of completed Standard Forms 330 (SF-330) received in response to this solicitation will be evaluated by a government board in accordance with PL 92-582 (Brooks Act) and Federal Acquisition Regulation (FAR) Part 36.602-1 to determine the most highly qualified offerors. The NRCS evaluation board will hold discussions with at least three of the most highly qualified offerors regarding implementation of the required services. Those offerors determined by the Government to be the most highly qualified may be required to provide additional information regarding anticipated operations during the course of negotiations. The top-ranked offeror will be selected for negotiation based on demonstrated competence and qualifications for the required work identified in this announcement, and according to FAR Part 36.602-1. The following are the Evaluation Criteria, in decreasing order of importance: CRITERION 1 ? Professional qualifications necessary for satisfactory performance of geological analysis services; CRITERION 2 ? Specialized experience and technical competence in performing geological analysis services; CRITERION 3 ? Capacity to accomplish the work in the required time; CRITERION 4 ? Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; CRITERION 5 ? Location in the general geographical area of potential projects and knowledge of the expected localities of projects; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project.
