Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The National Institute of Standards and Technology (NIST) is conducting market research for a high speed monochrome camera. The RFI number is NB8150604031KAR. The purpose of this RFI is to gather information. The camera must meet or exceed the following specifications: 1. Camera must have a minimum uninterrupted resolution of 512x512. 2. Camera must have a minimum sample rate of at least 2100 pps at a resolution of 512x512. 3. Camera must have maximum sample rate of 90,000 pps at no less than 32x32 resolution. 4. Camera to incorporate 10 bit 512x512 SR-CMOS image sensor technology or better. 5. Camera shall have a monochrome CMOS sensor (or equivalent) with a minimum ASA/ISO sensitivity of 4800. 6. Camera to incorporate ?EDR? (Extreme Dynamic Range), or equivalent, to guarantee that the imaging sensor will not saturate or ?bloom? in harsh lighting conditions. 7. Camera must incorporate ?Auto-Shutter? capability due to varying light levels. 8. Camera shall be G-rated to a minimum of 100 g?s on 3-axisis. 9. Camera to incorporate a true ?snap-shot? shutter capable of 2 microseconds or faster. 10. Camera must have an NTSC color ?video-out? for remote viewing on a monitor/VCR. 11. Camera to incorporate, 10/100 Ethernet, 1 Gigabit Ethernet and IEEE 1394 FireWire I/O technology for data transfer. 12. Memory option must exist to upgrade internal memory from 512 Mb to 2 Gig. 13. Camera to be packaged as one integral unit with no additional processing and/or memory cards. Must interface directly to a notebook PC/tablet or portable device. 14. Camera to have the capability to operate off of a 24VDC or 12VDC battery. 15. Camera must offer ?Flash-Memory? capability for use in harsh environments to ensure that video data is not lost. 16. Camera shall incorporate ?Continuous Adjustable Resolution? (CAR) feature (or equivalent) that allows finite adjustment of both sample-rate and resolution via 16x8 pixel increments. 17. Camera must have ability to input ?Range Data? (ability to record information for other instrumentation, i.e., azimuth/elevation data from a tracking mounts etc.). 18. Digital files capable of saving as a ?.cin? for maximum resolution, or equivalent. 19. Files must be capable of being viewed through provided software. The software provides controls for recorded image playback directly from the camera memory or archived image files. Image analysis should include: measurement, speed, and angular data that can be reviewed on-site immediately after a test. 20. Camera shall be no larger and weigh no more than: 10.8x8.56x20.96 cm (HWD) and 2 Kg. NIST will not fund the development of a new design to support this requirement. Responses to this market survey should only include items that support all stated requirements in a current commercially available configuration, or a configuration that could be made fully compliant through minor modifications. Responses to this market survey must include the device manufacturer, a product description with performance parameters, a statement regarding current availability, a statement describing any required modifications, and the estimated cost of the product including any required modifications. This RFI does not constitute an Invitation for Bids, Request for Proposals or Request for Quotes. Responses to the RFI will not be returned. In accordance with FAR 15.202(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information should be submitted to Kelly A. Rima, U.S. Dept. of Commerce/NOAA/MRAD, Acquisition Division, MC3, 325 Broadway, Boulder, CO 80305 no later than March 17, 2006. No telephone calls will be accepted or returned.
