- Notice of Intent to negotiate a sole source contract with Makah Tribe for NOAA, Olympic Coast National Marine Sanctuary to: Develop Geographic Response Plan improvements to reduce injury to resources of concern to the Makah and sanctuary. This includes providing updates to the Northwest Area Contingency Plan to integrate tribal participation in response management and participating in the Northwest Area Contingency Plan and Geographic Response Plan working groups. Build Makah internal capacity and technical expertise in emergency preparedness to advance their response readiness. This includes participating in training and exercises, building internal and external communication procedures, and developing protocols among state, federal, and tribal agencies for natural resource damage assessment. Develop scientific information for preparedness to improve decision making for future incidents by advancing our understanding of risks and improving decisions on resource trade-offs during response. This includes participating in a Makah-NOAA working group to explore scientific training, technical analysis, and emergency response opportunities, identify areas for collaboration or coordination, and discuss developments in emergency preparedness. Provide liaison services to the sanctuary. Arrange for appropriate level meetings between the sanctuary and the Makah tribe to discuss emergency preparedness issues. When appropriate and desired by the Makah Tribe and the sanctuary meetings may be necessary to discuss the development of positions on issues of common interest. The period of performance is March 2006 through March 2007. The Sanctuary's relationship with federally recognized tribes is unique within the National Marine Sanctuary Program. The trust responsibility of the sanctuary, as an agency of the U.S. Federal Government, to the Marah, Quileute, and Hoh tribes and Quinault Indian Nation is (in part) articulated in several judicial decisions, sanctuary regulations and in Executive Order 13175 of November 6, 2000, Consulation and Coordination with Indian Tribal Governments and the Treaty of Neah Bay from 1855. This is a simplified acquisition with an estimated value of less than $100,000
