Description
VA Connecticut Healthcare System intends to negotiate a sole source procurement with Alvin Mares, 120 Cherrydale Drive, Pittsburgh, PA 15220 to provide project evaluation management services. Contractor is required to have a PhD in psychology, epidemiology, social work or related social sciences and have at least 5 years [post-PhD] experience in successfully designing, implementing, managing, and preparing written reports and scholarly manuscripts from a national program evaluation project, with minimal supervision. The contractor must also have the ability to use SAS, SPSS, and STATA statistical software for managing and analyzing longitudinal data collected from program participants, sites, and neighborhoods in which participants & sites are located, and have appropriate computer equipment & software to manage & analyze large data sets. The contractor shall possess resources to include fax equipment for regularly exchanging information with the Director of NEPEC and program sites. Contractor will also provide broadband computer connection as well as telephone to maintain e-mail and telephone contact with the Director of NEPEC and with VA program staff at each of the 11 sites participating in the CICH national evaluation project, including regularly scheduled conference calls with the same. And the contractor should be familiar with the HUD/HHS/VA Collaborative Initiative to End chronic Homelessness (CICH) Project and have published in scholarly journals in the area of homelessness. VA will provide Virtual Private Network (VPN) application software to maintain access to network and files. This procurement is under the authority of FAR 6.302. Businesses who feel they may be capable of providing these services shall submit all applicable information to VA Connecticut by March 1, 2006. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination based on responses to this notice is solely within the discretion of VA.
