- Description
- The Joint Direct Attack Munition (JDAM) Joint Program Office, Air to Ground Munition System Wing, (AGMSW)/DASG, Eglin AFB, Florida, intends to issue a contract or contract modification to the McDonnell Douglas Corporation, a Wholly-Owned Subsidiary of The Boeing Company, for integrating onto the F/A-18 aircraft (but not limited to F/A-18) a non-developmental laser seeker kit that is field-installable on a MK-82 warhead integrated with a standard JDAM GBU-38 tail kit. This effort is in response to the warfighters? urgent need for an affordable, precision dual-mode (GPS/INS and laser) JDAM capability to enhance operational performance and mission flexibility when GPS target coordinates are not available. This effort includes integration of the laser-modified JDAM (Laser JDAM) on the F/A-18 and integration-related support, procurement of test assets through completion of Laser JDAM integration and production estimated through FY09. This effort is anticipated to be awarded under a single contract with Cost Plus Fixed Fee for integration and testing support, and Firm Fixed Price production of the laser seeker kit. The Boeing Company is the current JDAM prime contractor, and has sole responsibility for design and warranty of the JDAM weapon system. Boeing is not required to furnish a technical data package to the Systems Program Office, and therefore a data package is not available. The scope of this effort shall include procurement of the test and integration hardware/software such as: separation, guided, and instrumented test vehicles, laser kits, telemetry kits, tooling and factory test equipment, weapon trainers, laser kit containers, logistics support and analysis, together with technical support for the actual planning, conduct, analysis and documentation of the Government evaluation effort and resolution of resulting issues. An Ombudsman has been appointed to address concerns relating to this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer, Contract Specialist, or the Program Manager previously identified.
