Description
The U.S. Army, TACOM-ARDEC intends to solicit and negotiate on a sole source basis with Red Sled Inc., Fort Lauderdale, FL under the approved authority of FAR 6.302-1(b)(2) to purchase a commercial version of a sling assembly. An initial quantity of 35,000 M240B/M249 Sling Assemblies will be procured in FY06 and one (1) option for a quantity of 17,500 Slings. The M240B/M249 Sling Assembly attaches to the M249 Machine Gun or the M240B Machine Gun to aid the gunner in carrying either weapon comfortably for prolonged periods of time in a manner that also allows quick engagement of the enemy. The Sling Assembly must incorporate a quick disconnect device that allows the gunner to easily slip out of the sling when he drops to a prone position. The Sling Assembly must incorporate a shoulder pad that affords the user maximum comfort. The minimum size of the shoulder pad should be 3 inches wide by 19 inches long and the pad should be easily adjustable for repositioning along the length of the Sling Assembly. The attachment of the Sling Assembly to the weapon shall be with quick disconnect metal parts configured so that the design and surface finish of the metal parts prevents any damage to the weapon attachment points. Since the forward portion of the SlingAssembly may come into contact with a hot barrel this portion shall be constructed of high temperature, heat resistant material to prolong the service life of the Sling Assembly. No deviations to the drawing materials, treatment, or finish will be permitted. Thecontractor shall fabricate the item in accordance with the provided drawings,inspect them in accordance with drawing Quality Assurance Provisions (QAP),and package them in accordance with the Special Packaging Instructions (SPI). A First Article Test quantity of five (5) slings will be required 30 days after date ofcontract award. Thirty (30) days after approval of First Article sample,production delivery of 4,000 Sling Assemblies per month will commence. This notice is not a request for competitive proposals. See Note 22.
