- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number 30181Q126 is being issued as a Request For Quotations (RFQ). (iii) This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-08. (iv) This is a 100% Small Business Set Aside (SBSA) in accordance with FAR 19.502-2. The defining NAICS code is 212312, in which a business is considered "small" if it employs less than 500 people (all affiliated businesses included). (v) Line Item 0001: 3,885 tons of riprap [submit Unit Price per ton and Line Item subtotal]. Line Item 0002: 2,085 tons of granular filter material [submit Unit Price per ton and Line Item subtotal. Quotes are also to include a Grand Total price, which will be deemed a discounted or surcharged firm fixed price if different from the sum of the Line Item subtotals. (vi) Line Item 0001 shall consist of durable fieldstone and/or quarry stone riprap with any of the following acceptable gradations: between 6" and 12", or 6" and 8," or 6" and 10." Regardless of size, individual stones shall not be slabby or elongated (defined here as having a width or thickness of less than 30% of length). This riprap shall be free of defects such as seams or cracks and shall also be delivered free of soil and other debris at the designated site within the Necedah National Wildlife Refuge (hereinafter, referred to as the Refuge, which is located near Necedah, Wisconsin). Line Item 0002 shall consist of durable particles of gravel and sand, crushed quarry rock, crushed gravel or stone. The offered granular filter material shall conform to the following gradation mix: Sieve Size Percent passing, by mass 6" 100 3" 75-95 1" 35-75 # 4 10-40 # 40 0-10 # 200 0-5 This granular filter material shall be delivered free of soil and other debris prior to delivery to the Refuge. All riprap and granular filter material delivered to the Refuge site, as well as the trucks hauling this material, shall be free of vegetation in order to avoid introduction of exotic or noxious plant species into the Refuge. (vii) Delivery of the required riprap and granular filter material shall be made F.O.B. Destination to the designated drop site within the Refuge (near the Sprague Mather Dam) as soon as reasonably possible but not later than April 1, 2006 because of the Refuge's need to have it spread prior to springtime ground thaw. Contractor's quote shall include the cost of all necessary transport permits. (viii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition (FAR provisions and clauses are available for review at http://www.arnet.gov/far). (ix) All responsible sources may submit a quotation, which shall be considered by the agency. All responsive quotes shall be evaluated using the following factors, ranked in descending order of importance: price; prompt delivery [Starting delivery date shall be stipulated with quote, and delivery shall continue with due diligence, ground conditions permitting]; quality of riprap and granular filter material [Quote must stipulate the size, quality and material being offered for each Line Item]; and warranty, if any, of material and/or timely delivery. (x) Each offeror shall complete, and include with its quotation, FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items. (xi) The FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xii) Parts of FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items [specifically (b) (5i), (17), (18), (19), (20), (23), (25), (29), (30), (31), and (33)], apply to this acquisition. (xiii) [N/A] (xiv) [N/A] (xv) Numbered Note 1 is applicable to this acquisition. (xvi) Offers shall be due in the FWS Region 3 CFM Office at Fort Snelling, Minnesota by 4:30 p.m. CST on March 7, 2006. Faxed quotes may be submitted in full to this office at (612) 713-5151 prior to that deadline, provided that the original, signed and dated quote package is also postmarked and mailed first class (or better) prior to the afore-stated time and date. Offerors should submit their itemized (Line Item subtotals, with grand total) quotes using a federal Standard Form 1449, which may be downloaded from http://www.forms.gov/bgfPortal/citizen.portal. Regardless of form, all quotes are to be signed and dated by offeror's authorized representative and are to reflect a firm, fixed price grand total, FOB Destination. Note that this announcement 301816Q126 shall also be incorporated into the quote, either by reference or direct attachment.
