Description
The US Department of Interior/NBC/GovWorks on behalf of the US Department of Interior (acting through the Bureau of Land Management, Bureau of Reclamation, Fish and Wildlife Service, and National Park Service) and US Department of Agriculture (acting through the US Forest Service) intends to issue a Request for Proposal for the design, production, fulfillment, marketing, Internet and call center sales, and implementation of a new Federal Recreational Lands Pass. The Federal Lands Recreation Enhancement Act (FLREA) passed in December 2004, requires five (5) Federal land management agencies to develop and implement a new Federal Lands Recreation Pass. The Pass will be valid for entry at Federal recreation sites that charge entrance or standard amenity fees. The new Pass is scheduled to be introduced in 2007, and will replace existing Recreation Pass Programs (Golden Eagle, Golden Age, and Golden Access Passports and the National Parks Pass). For information on existing Pass Programs, visit http://www.recreation.gov/recpass.cfm. This acquisition is for the basic Pass program that meets the 2007 Pass rollout deadline. The Government anticipates that analysis of potential technological and customer service enhancements to the program may be handled through a separate acquisition. However, potential enhancements to the program proposed by offerors may be considered as appropriate under this acquisition. The specific details regarding this requirement will be available in the solicitation package. Note that printing requirements shall be provided by the Government Printing Office, www.gpo.gov. The Contractor shall be responsible for ensuring that all printing, including the Pass and collateral materials, is completed by the Government Printing Office. The Contractor may also have to work with Congressionally Authorized Foundations including the National Park Foundation, National Forest Foundation, and the National Fish and Wildlife Foundation. The place of performance is the at the Contractor's location within the United States with some travel to Washington, DC. The period of performance is for a base period of 18 months with three (3) option periods of 12 months each plus one (1) option period of six months and award terms equating to a potential contract life of approximately eight (8) years. This requirement is being procured using unrestricted, full and open competition. All responsible sources may submit a proposal which shall be considered by the agency. This competitive procurement will be conducted under the authority of FAR Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation. The Government anticipates awarding a Firm-Fixed Price, Indefinite-Delivery, Indefinite-Quantity type contract. Offerors other than small businesses are required to submit a Subcontracting plan in accordance with FAR 19.704. Offerors may be evaluated higher if they also partner with NISH, www.nish.org, for parts of this requirement in addition to the Subcontracting goals stated in the solicitation. The competitive Request for Proposal (RFP), specifications, RFP amendments, and all questions and answers related to this procurement will be made available via the Internet at http://www.govworks.gov/vendor/csolicit.asp under RFP number 1406-04-06-RP-44091. The solicitation, Request for Proposal, is anticipated for release to the vendor community on or about mid-March and will only be available via the Internet at the above web site. Potential offerors are responsible for accessing the web site. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. There is no written solicitation document available, telephone requests will not be honored, and no bidders list will be maintained.
