Description

The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to enter into negotiations on a sole source basis with Northrop Grumman Corporation, Rolling Meadows, IL to procure up to 30 Electro-Optic Consoles (EO3), P/N 2054AS800-2001 for the Consolidated Automated Support System (CASS) Program in support of emerging F-18 ATFLIR and H-60R/S weapon systems. The Contractor will be required to fabricate and assemble the EO3 consoles and complete acceptance testing for each. Acceptance testing will be accomplished utilizing CASS or uCASS systems, which will be provided as Government Furnished Equipment. Additionally, the Contractor will be required to package and ship each system in accordance with standard commercial practices. The Contractor will also be required to provide Engineering Services throughout the period of performance of the contract. The period of performance will begin at contract award and will include a base contract award with options. Deliveries will commence approximately one year from date of contract award and continue at a rate of approximately one per month. The Government does not own sufficient data, drawings, software code or other specifications to permit full and open competition. All qualified sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. The Navy anticipates the award to be a Firm Fixed Price (FFP) contract.
