Description
The Maneuvering and Control Division, Code 5600, of the Carderock Division, Naval Surface Warfare Center (NSWCCD) has been tasked to measure the Newport News Experimental Model (NNEMO) non-body forces and moments in steady and unsteady wind tunnel maneuvers. In support of this effort, NSWCCD intends to negotiate with only one source and award a firm-fixed price purchase order using Simplified Acquisition Procedures to Virginia Polytechnic Institute (VPI). VPI has the necessary facilities, expertise, and tools required to meet the governments requirement. This task will require the use of the unique VPI Dynamic Plunge-Pitch-Roll Apparatus (DyPPiR) tool for wind tunnel testing. Professor Roger L. Simpson of Virginia Polytechnic Institute (VPI) has for over 35 years focused on measurement and calculation of separation turbulent flows, both with 2-D and 3-D cases under both steady and unsteady conditions. He has supervised the design and development of the Dynamic Plunge, Pitch and Roll (DyPPiR) actuator with the associated special measurement technologies for forces and moments, surface pressure and skin friction. Kenneth Granlund is a graduate student enrolled in the PhD program at VPI. He has developed the software procedures for extracting low-uncertainty force and moment data for unsteady wind tunnel testing with the DyPPiR. All responsible sources submitting offers will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
