Description
NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) Climate Protection Partnerships Division (CPPD) in Washington, DC intends to award a Purchase Order to the Lighting Research Center (LRC) of Troy, NY, under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this purchase order is to co-sponsor the data analysis portion of the lighting research study. This research, lead by expert staff will result in increased understanding of technical issues surrounding energy efficient lighting, and in the establishment of clear links between the physics of lighting and how to best develop explanatory metrics for new light sources. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that LRC is uniquely qualified to satisfy the Government's requirement as they are the only organization offering study opportunities specific to LED research. This research will provide unbiased, independent information about LED technology, develop recommendations for measurement procedures and testing protocols, and develop applications guidelines to assist end users to effectively save energy while improving lighting. LRC is the world's largest university based research and education institution dedicated to lighting, working with key stakeholders in the industry to achieve the mentioned goals. The organization employs an expert staff of more than forty researchers, educators, designers, and scientists and belongs to the Rensselaer Polytechnic Institute (RPI), the oldest technical university in the U.S. Under this Purchase Order, the EPA will be provided with: 1) Professional staff time for data analysis, 2) Three (3) Copies of the data analysis; 3) Three (3) Copies of the complete report; 4) One (1) study overview and conclusions presentation in CD Format, 5) One (1) teleconference call with LRC experts and the lighting industry upon completion of the study. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit their corporate capabilities, which if received by the response date of this announcement may be considered. Responses to posting must be in writing and submitted to Nicole Humphrey, Contract Specialist at humphrey.nicole@epa.gov A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. All questions should be directed to Nicole Humphrey, Contract Specialist via e-mail at humphrey.nicole@epa.gov.
