Description
Special Announcement: Support for the Metals, Minerals, and Energy Sector. The Environmental Protection Agency (EPA) RTP Procurement Operations Division (RTPPOD) is conducting a competitive procurement for Support for the Metals, Minerals, and Energy Sector . The draft Statement of Work (SOW), draft evaluation criteria, and draft Conflict of Interest (COI) clauses can be reviewed at EPA's website at http://www.epa.gov/oam/rtp_cmd. EPA anticipates the award of two (2) cost-plus fixed fee level of effort type contracts with a base period of performance of six (6) months, with four (4) additional twelve-month option periods. The total duration of the proposed contracts is fifty-four (54) months. The procurement will be processed as a full and open competition with a partial small business set-aside. The first contract, to be awarded on the basis of full and open competition, will consist of 5,000 base quantity labor hours and 15,000 optional quantity labor hours for the base period plus 10,000 base quantity labor hours and 30,000 optional quantity labor hours for the four option periods. For the first contract, the total contract maximum is 180,000 labor hours. The second contract, to be awarded as a 100% small business set-aside, will consist of 5,000 base quantity labor hours and 15,000 optional quantity labor hours for the base period plus 10,000 base quantity labor hours and 30,000 optional quantity labor hours for the four option periods. For the second contract, the total contract maximum is 180,000 labor hours. All interested parties are invited to attend a pre-solicitation conference on March 9, 2006 from 9:00 AM to 11:00 AM at the EPA-RTP main campus. A map and directions to EPA's Research Triangle Park, NC campus are located at EPA's website at http://www.epa.gov/oam/rtp_cmd. The purpose of the conference is to (1) provide background information concerning the Statement of Work (SOW) to potential offerors, (2) create an open forum for discussions concerning the objectives of the project and, (3) assist the Government in improving competition on the work set forth in the draft SOW. The current information included on the website allows an open exchange between Government and interested parties. All questions should be directly related to the DRAFT SOW, technical evaluation criteria, and COI clauses. There will be no discussion of budget at the conference or any other subject matter that does not directly pertain to the DRAFT SOW, technical evaluation criteria, or COI clauses. Registration for the conference and questions regarding the draft documents may be E-mailed to newsome.otelia@epa.gov no later than COB on March 2, 2006. Please use "PR-NC-06-10267-Pre-solicitation Conference" as your subject line. Telephone confirmations will not be accepted. Please limit conference attendance to two (2) individuals that best represent your company. Any questions and/or comments that you would prefer not to discuss in a group format due to proprietary reasons should be submitted in writing to Otelia Newsome via email not later than COB March 2, 2006 and explicitly labeled "proprietary". EPA's handling of proprietary-related questions/comments and subsequent responses will be handled in accordance with normal agency procedures for protection of proprietary data. There will be NO reimbursement for travel expenses related to the participation in the pre-solicitation conference. Any revisions to the SOW/other documents, and non-proprietary comments/questions concerning the DRAFT SOW and technical evaluation criteria discussed at the pre-solicitation conference will be posted on EPA's website. The RFP is scheduled to be issued on or around April 18, 2006 and proposals will be due approximately thirty (30) calendar days after the RFP issuance date. The solicitation and amendments will be available at http://www.epa.gov/oam/rtp_cmd. If you obtain a copy of the solicitation via internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. The Government is not obligated or committed to award any contract as a result of this notice.
