Description
NASA/LaRC has a requirement for continued Systems Engineering Support for the Office of Chief Engineer to perform pre-assessment surveys, Systems Engineering Capability Analysis, and planning and development of a NASA System Engineering Policy Regulation and Directive. NASA/LaRC intends to purchase this support from Systems Management, Inc., as the only known source that can meet Agency requirements. System Management International has provided expert evaluation of NASA's existing technical standards, policies, and procedures on systems engineering for several years. Systems Management International has the unique knowledge and detailed experience to facilitate integration and implementation of a single systems engineering framework. To bring another contractor on board to provide this support would involve substantial start-up costs and time delays in gaining familiarity with the Agency's current systems engineering policy and issues, and these costs are not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 3, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications [are/are not] acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
