Description

The Social Security Administration (SSA) intends to negotiate solely with Softbase Systems, Inc. of 1200 Ridgefield Blvd. Suite 290 Asheville NC USA 28806, under the authority of Federal Acquisition Regulation (FAR) Part 13.106-1 (b) (1) as the Contracting Officer has determined that the circumstances of the contract deem only once source reasonably available. This requirement will be issued under a Modification to an already existing order with Softbase Systems, Inc. This Modification will allow SSA to purchase an additional 200 MIPS for the Testbase software which is currently installed on System 81 (LPAR only) in the National Computer Center (NCC). Testbase software allows you to quickly retrieve manageable subsets of referentially intact data from DB2 databases around the enterprise, thoroughly test and validate proper functioning of all DB2 application enhancements, and to ensure that all sensitive production data remains completely private during testing. It is used to significantly reduce the time to set up and validate DB2 applications. The vendor (Softbase Systems, Inc.) owns all proprietary rights to the software's source code. The vendor is the only responsible sole source for maintenance support, upgrades, update and fixes; no other source can maintain the software or provide the relevant software upgrades. The Government anticipates the award of a firm-fixed purchase order for the maintenance and software license upgrades. Other organizations possessing the requisite expertise and resources are invited to submit information concerning their capabilities, expertise, and other pertinent data. Pricing data may be submitted. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. This is not a request for quotation and the Government does not intend to pay for information received. If SSA does not identify other acceptable sources capable of providing the software maintenance and relevant upgrades, SSA shall issue a sole source award under FAR Part 13 Simplified Acquisition Procedures for the period of 02/27/06 through 02/26/07. Responses to this notice should be submitted by Noon on February 27th, 2006. Request for copies of a solicitation will not be honored or acknowledged. Oral communications are not acceptable.
