Description
Description: The Department of Housing and Urban Development (HUD) plans to issue a Full and Open Request for Proposal (RFP) following FAR part 15 to contract for the services of a Capital Markets Securitized Transaction Financial Advisor for the Government National Mortgage Association (Ginnie Mae) within the Department of Housing and Urban Development. This RFP will solicit proposals: (1) to serve as Capital Markets Securitized Transactions Financial Advisor for supporting the negotiated underwritings of Ginnie Mae Securities to be guaranteed through the Ginnie Mae Multi-class Securities Trust (Multiclass) program, and (2) serve as principal advisor to support the secondary capitals markets for Ginnie Mae securities underwriting. The applicable NAICS Code is 523999. The size standard is $6 million. The period of performance will be 60 months, including the 12 month base period and four twelve (12) month option periods, if exercised. The RFP release date will be on or about September 3, 2004. Interested parties may obtain a copy of the solicitation by accessing the following web page: http://www.hud.gov/offices/cpo/contract.cfm. The RFP is entitled Ginnie Mae - Capital Markets Securitized Transaction Financial Advisor. HUD posts all required notices of its contracting opportunities on FEDBIZOPPS and they also appear on HUD's Internet Home Page Contracting Opportunities site. Potential offerors who download copies of solicitations must also check this page for any additional posting (s) concerning subject procurement. Potential offerors who download a copy of the solicitation from HUD's Home Page will not automatically receive any amendments to the solicitation. All admendments will be posted on FEDBIZOPPS and HUD's web sites. No requests for paper copies of the RFP will be entertained. All amendments, questions and answers and some other information helpful in providing a responsive proposal will be posted to and may be downloaded from the referenced web sites above. It is anticipated that a single award fixed price contract will be awarded as a result of this solicitation. It is anticipated that the proposals will be evaluated based on a best value analysis within the regulations of FAR 15 for full and open competitions.
