- Pursuant to OMB Circular A-76, public notification was made on September 30, 2005 announcing a streamlined competitive study of the Position Classification function. These functions are performed in the Human Resources Management offices in Laguna, CA, Dallas, TX, Burlington, VT and Washington, DC. On February 10, 2006, consistent with procurement integrity, ethics and standards of conduct rules, including the restrictions of 18 USC 208, the U.S. Customs and Border Protection?s Source Selection Authority certified the streamlined competition form (SLCF) documenting the completion of the study. As a result of this study, performance of these functions will remain in-house, performed by the Government?s Most Efficient Organization (MEO). Based on this decision, the Contracting Officer will execute a Letter of Obligation (LOO) with the MEO program manager responsible for performance of the function. In accordance with the revised OMB Circular A-76, effective May 29, 2003, no party may contest any aspect of this streamlined competition. A copy of the SLCF shall be made available to the public upon written request to the Contracting Officer. Directly interested parties with questions must contact the Contracting Officer at the email address listed in the announcement. Directly interested parties consists of only the Agency Tender Official and an individual appointed by a majority of directly affected employees as their agent.
