Description
The U.S. Department of Commerce/National Oceanic and Atmospheric Administration Satellite and Information Service (NESDIS) intends to negotiate with Qwest Government Services, Inc., Denver, CO on a sole source basis in accordance with the authority of 41 US c. 51(c)(1), only one responsible source. NESDIS has a requirement to install new circuits and relocate existing circuits in support of its move to a new facility, designated as the NOAA Satellite Operations Facility (NSOF). NESDIS is seeking diverse routing for mission critical communication circuits between the Wallops Command and Data Acquisition Station (WCDAS) located at 35663 Chincoteague Road, Wallops, Virginia 23337 and the NSOF located at 4231 Suitland Road, Suitland, Maryland 20746. The primary communications path from WCDAS (NPA-NXX 757-824) to Suitland (NPA-NXX 301-817) is currently to the south through the local Verizon Central Office in Temperanceville, Virginia and then north using terrestrial services. This requirement is for four (4)T-1 circuits, with the possible expansion to a DS-3 circuit, to connect WCDAS to NSOF via diverse routing. The diverse routing path will be north from WCDAS through Maryland without connection in Temperanceville. The communication path will not connect to the southern route in Virginia, which currently provides services to the existing mission critical circuits. Terrestrial services are desired; however, other links may be provided in areas where methods such as microwave service facilities must be used to provide a completely diverse route. NESDIS will provide CSU/DSU equipment at the point of demarcation. The Contractor will provide all other equipment and services, including, hardware and maintenance. Response time for circuit failures which impact the ability of NESDIS to operate the circuits shall not exceed four (4) hours. The circuits connecting to the NSOF will have local access through the Suitland Verizon Central Office. Circuits will be placed on the new NSOF OC-48 SONET Ring. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Affirmative written responses must be received no later than 5-days after publication of this synopsis. All information in response to this notification must be submitted in writing to the attention of Sally Huber, Contract Specialist. Note 22 applies
