- THis is not the complete Performance Work Statement. Martinez, Con tract Specialist, 703-325-3334, FAX 703-325-3351, email jose.martinez@itec4.army.mil Subject: Statement of Work for Project Manager, Logistics Information Systems (PM LIS) Post Deployment Software Support for Current Retail Supply and Logistics Systems and GCSS-ARMY (PBUSE) Post Deployment Software Support (PDSS) - is the sum of all activities required to ensure that, during the production/deployment phase of a mission critical computer system's life, the implemented and fielded software/system continues to support its origi nal operational mission and subsequent mission modifications and product improvement efforts 1. TASK REQUIREMENTS: a. For FY 06 Current logistics systems PDSS requirements: Standard Army Retail Supply (SARSS1), (2AD), (2AC/B), Gateway, Single Stock Fund/Exchange Pricing, Property Book Unit Supply Enhanced (PBUSE), Standard Property Book System-Redesign ( SPBS-R), Stand ard Army ammunition system modernization (SAAS-MOD), Standard Army Maintenance System ( SAMS1), (SAMS2), SAMS Installation Table Of Distribution and Allowances ( SAMS I/TDA), Unit Level Logistics System (ULLS-Aviation), (ULLS Ground), (ULLS S4), Integra ted Logistics Analysis program (ILAP), Movement Tracking System (MTS), Total Asset Visibility (TAV), In Transit Visibility (ITV) and follow-on systems, support to the US Army Reserve Command (USARC) training center, and support for logistics operations by all components for the US Army worldwide. Baseline changes will include PM LIS directed initiatives and not be limited to emergency situations where the system is not operational, a major degradation of the user mission has been detected, a safety iss ue has arisen, or a DA-directed regulatory/policy/procedural change occurs. The contractor shall: b. - participate as part of a government/ contractor team with PM LIS, Software Engineering Center - Lee (SEC-L), and other contractor personnel. c. Task areas include: functional and technical requirements definition, analysis, design, development, testing, validation, training, installation/extension, telephonic customer assistance, on site customer assistance, maintenance, documentation, and sust ainment of PM, LIS Current logistics systems with emphasis on testing hardware and software changes to the system and assisting in fielding system changes. d. - provide support for PM LIS to Combatant Commands and Army units deployed world wide in the areas of customer assistance, training and Stand Army Management Information Systems (STAMIS) operations and in the multiple logistics functions required to support Army units deployed world wide. e. - assist PM, LIS in providing off site support to Reserve Components (RC) i.e. USARC and Army Nation Guard (ARNG) in the areas of logistics systems training, customer assistance, and STAMIS operations, logistics facilities and operations functions (inc luding data centers) in multiple locations required in locations where the customers are located. 2. TASK DESCRIPTIONS Task 2.1 MANAGEMENT. The contractor shall provide a Contract Manager who shall be responsible for the performance of the work. TASK 2.2. PDSS. Actions taken may include, but are not limited to telephonic customer assistance, on site customer support teams and providing functional expertise on proposed policy, regulatory or directive changes. The contractor shall: 2.2.1 - provide resolution of functional problems of the current production baseline. Provide all support for baseline maintenance including but not limited to approved changes and enhancements to the system 2.2.2 - provide other assistance to resolve Central Applications Office (CAO) customer calls and problem reports as requir ed. 2.2.3 - assist in functional design, development and testing of the software changes to the (SARSS) required to implement the Single Stock Fund (SSF) Engineering Change Proposals and SSF initiatives and other PM LIS designated projects/initiatives. 2.2.4 - provide customer on-site support for corrective actions when appropriate. 2.2.5 - conduct software qualification testing and training for the Interim Change Package (ICP) and Software Change Package (SCP)per the direction of the PM LIS, develop, and test, for deployment Current Logistics System Interim Change Packages (ICP) a nd Software Change Packages (SCP) using Test Condition Requirements (TCR) and Bench Mark Test Files (BMTF) incorporated in the ICP/SCP,develop problem reports identifying the conditions needing correction and retest the affected program once corrections h ave been accomplished, test all system interfaces, and travel to a Government determined site and assist during unit acceptance testing of the ICP/SCP. 2.2.6 - participate as team members for the test, implementation and integration of the Business Process Server BPS and new Automatic Identification Technology (AIT) Continue the integration the AIT and BPS software into SAAS. Develop and field a 2D Barc ode read & write capability. 2.2.7 - perform bottoms up analysis of all aspects of the SAAS embedded AIT, and report findings. 2.2.8 - develop and implement an AIT Inventory process using the Hand Held (HH) Interrogator) process. The HH must have the capability to read/write 3 of 9 bar codes, PDF 417, 2D bar codes, and read RF tags. 2.2.9 - develop and operate a test bed to test the system and Assist in the preparation of documents for Security Accreditation of new baselines. 2.2.10 - implement the BPS and new AIT Functionality and make necessary changes to the End User Manual for SAAS-MOD. Conduct training. 2.2.11 - field systems to First Unit Equipped. TASK 2.3. GCSS-ARMY (PBUSE) SUPPORT The contractor shall provide supply and maintenance functional support and design expertise for the development, , extension and support of GCSS-Army with functional processes contained in SPBS-R, SARSS, SAMS, ULLS-A, ULLS-G, ULLS-S4, SAAS and other automa ted logistics systems. At the start of a separate task Contractor shall be prepared to assist in the development of User Interface Requirements and documentation (if required); to identify modules, functions and programs to be developed, converted or modi fied including screens , menus , help , tutorials and specified operating instructions and all other functions as directed by the PM LIS; TASK 2.4 Requirements Determination Support The contractor shall: coordinate with PM LIS Current logistics systems users, worldwide, to determine requirements for: 2.4.1 - replace/retrograde, upgrade, or augment AIS, RFID and AIT hardware; establish and update PM LIS hardware database, as required. 2.4.2 -prepare plans for extensions utilizing PM LIS scheduling and Basis of Issue Plan (BOIP) guidance. 2.4.3 - coordinate installation points of contact and current logistics systems using units to identify any unique requirements at each installation. 2.4.4 - integrate hardware replacements with current logistics systems operating at the installation and any software changes needed to support the latest baseline. TASK 2.5 CUSTOMER ASSISTANCE (CA) The contractor shall plan and conduct a CA program that enhances PM LIS customer operations and resolves STAMIS problems reported by field users. Specifically: 2.5.1 - provide daily telephonic CA support and problem solving communications coordination in support of a PM LIS designated customer base. 2.5.2 - provide maximum effort to get PM LIS customers back in operation by providing CA and problem resolution via telephonic and other suitable electronic media. 2.5.3 - conduct on-site visits to resolve customer problems or provide assistance that cannot be provided through normal telep honic or electronic media communications and coordination. Prepare a Trip Report for all on-site CA visits. 2.5.4 - prepare a weekly CA Report, which summarizes all assistance and problem resolution support provided to designated current logistics systems customers. 2.5.5 - include surge capability During Contingency/Operations support, telephonic CA support after normal duty hours shall be required. TASK 2.6 CURRENT LOGISTICS SYSTEM EXTENSIONS The contractor shall use PM LIS provided scheduling guidance to prepare a Memorandum of Agreement (MOA) for PM LIS. The contractor shall: 2.6.- perform the following when directed: Extend Systems; Conduct file transfer processes to move data from old to new current logistics system hardware and ensure continuity of operations at each site. This could include the move of a current logistics system to a new location, when required. 2.6.2 - conduct on-site visits to resolve customer problems or provide assistance that cannot be provided through normal telephonic or electronic media communications and coordination. 2.6.3 - replace, upgrade, or augment AIS and /or AIT hardware for designated current logistics system users, issue new hardware at each designated current logistics system site and coordinate the establishment of necessary property accountability records, install necessary AIT, firmware and software to support current logistics system baseline as required, and validate the proper functioning of newly installed AIT systems. TASK 2.7 DOCUMENTATION As directed, the contractor shall develop or modify documents, to include training materials. TASK 2.8 Hardware/Software Testing The contractor shall test new hardware configurations (i.e.: CPUs, printers, and modems), operating systems (i.e.: XP or replacement operating systems) and information assurance vulnerability alert (IAVAs) for use with specified current logistics systems. TASK 2.9 Contingency/Operations Support in a Hostile Area The contractor is tasked to assist the PM LIS in providing support to Combatant Commands Army units such as ARCENT in the areas of STAMIS Customer Assistance, Training, STAMIS, and logistics operations. The contractor shall provide personnel to support PM LIS in the multiple logistics functions required to support Army units in the AOR. Support is required for the following STAMIS: SARSS, ULLS-G, ULLS-S4, ULLS-A, SAMS, SAAS, PBUSE and SPBS-R. A COR will be in the AOR. Since the detail tasks cannot be identi fied this will be a modification to this SOW and level of effort Task Order will be issued. 2.9.1 Security Clearance. All personnel deployed shall have a SECRET security clearance. 2.9.2 Pay Differential / Danger Allowance Pay (DPA). If the AOR is designated a DPA area then contractor personnel will receive the same percentage increase as DOD civilians. 2.9.3 Per Diem. When meal and lodging support are provided without cost to the individual, the individual will receive $7.00 US Dollars per day. If lodging and meals are not provided the rate in the JTR will prevail. 2.9.4 Deployment Requirements. The contractor shall provide to each person identified as potential deployment team member a copy of Appendix B (Preparation for Deployment), Appendix C (Family Deployment Criteria) and Appendix D (Contractor Employee List) o f DA PAM 715-16 for use in advance planning by the team members. 2.9.5 COR Coordination / Liaison. Upon arrival in country the senior team member shall report to the POC identified in the tasking directive. 3. Travel and Material 3.1 Travel to accomplish the tasks is required. Estimated costs shall be included in submissions. 3.2 Material support will be required to provide limited support to staff on government facilities. 4. Place of Performance. Ft Lee, VA or at locations directed by PM LIS. 5. Period of Performance . From Date of Award through 30 September 2006 with 4 option years.
