Description
The Western Fisheries Research Center - Seattle Laboratory of the U.S. Geological Survey is located at: 6505 NE 65th Street Seattle, WA 98115 The Marrowstone Marine Field Station of the U.S. Geological Survey is located on Marrowstone Island at the northern entrance to Puget Sound, at: 616 Marrowstone Point Road Nordland, WA 98358 The purpose of this project is to prepare and apply a waterproof coating to concrete flooring at one (1) location at the Marrowstone Field Station and three (3) locations at the Seattle Laboratory. At the Marrowstone Field Station, the waterproof coating is required in the wet laboratory. At the Seattle Laboratory, the waterproof coating is required in the sandfilter area, boiler room, and dry lab head box area. The approximate sizes of these areas follow: 1) Marrowstone Field Station wet laboratory - 2,900 sq ft. 2) Seattle Laboratory sandfilter area - 350 sq ft. 3) Seattle Laboratory boiler room - 2,400 sq ft. 4) Seattle Laboratory dry lab head box area - 140 sq ft. A "containment curb" will also be required at the Seattle Laboratory dry lab head box area. The U.S. Geological Survey seeks a qualified contractor to complete this project in both locations, no later than 28 April 2006 at Marrowstone Field Station and no later than early June 2006 at Seattle Laboratory. The successful contractor will be expected to provide all materials and labor necessary to complete this project to at least industry-standard quality, and will provide not less than a one (1) year warranty on materials and worksmanship. The U.S. Geological Survey invites interested prospective contractors to attend a MANDATORY site visit at the Marrowstone Field Station on Monday, 20 March 2006 at 10am. The Government point of contact for this site visit will be Paul Hershberger at (360) 385-1007 or phershberger@usgs.gov. A date and time for the site visit at the Seattle Laboratory will be announced at that time; the Seattle Laboratory site visit will also be MANDATORY. Only prospective contractors who attend the mandatory site visits will be permitted to submit a quotation for this project. This competitive acquisition will be conducted as a Request for Quotations pursuant to the procedures of Federal Acquisition Regulation Part 13. This will not be an Invitation for Bids; there will be no public bid opening. In determining the successful contractor, the Government will select the prospective contractor that represents the "best value" to the Government, price and other factors considered. Those other factors shall include technical approach to the project, past performance/experience, anticipated time to completion, and warranty (not necessarily listed in order of importance). Prospective contractors are not expected to submit a quotation at the site visit(s); a written Request for Quotations will be transmitted to interested prospective contractors shortly after the conclusion of the second site visit. Please note that the Davis-Bacon Act (prevailing wage) will apply. Numbered Note 1 applies - "The proposed contract is 100% set aside for small business concerns."
