Description
The Defense Information Systems Agency (DISA), Net-Centric Enterprise Services (NCES) Program Management Office (PMO), in coordination with DISA?s Defense Information Technology Contracting Organization (DITCO), is developing a strategy for acquiring the NCES Service-Oriented Architecture (SOA) Foundation and Content Discovery and Delivery (CD&D) services. These NCES services facilitate the ability of the DoD to deploy interoperable service-based applications. Using multiple RFPs, the goal is to acquire the capabilities of these services to support the net-centric transformation of DoD warfighting, business and intelligence capabilities. These capabilities will be acquired as loosely coupled services, and acquired as commercially managed services where feasible. When managed services is the alternative selected, options include hosting in a commercial service provider?s or a Defense facility. In either case, the services provided will be governed by service level agreements (SLAs) between DISA and the service providers. The SOA Foundation and CD&D provide DoD with a core set of services that enable construction of Web-based business processes, e.g. Security, Mediation, capability to discover services, etc. The government intends to conduct these acquisitions under Federal Acquisition Regulation (FAR) Part 15. Contractors will be required to support a minimum of SECRET security clearance and proposed managed services will be required to achieve ?Authority to Operate? (ATO) in accordance with DODI 8500.2. DISA will be conducting Market Research as part of the acquisition planning phase. It is anticipated that an on-line Market Research Questionnaire will be posted to the DITCO Contracting Opportunity Home Page for industry participation on February 27, 2006. Responses to the Questionnaire will be due by March 17, 2006. Details regarding this acquisition will also be available during NCES Industry Day to be held from 8:00 A.M. to 12:30 P.M. on March 10, 2006 at 5275 Leesburg Pike Falls Church, VA, 22041. Interested service providers and consultants are encouraged to attend.
