- The National Institute of Standards and Technology (NIST) proposes to negotiate on a sole source basis with Dr. Tongfan Sun, 2340 Peachwood Circle, Atlanta GA as Dr. Sun has an accomplished record that includes many publications in the field of thermodynamics, including both experimental and modeling papers. He has more than 20 years experience in programming in the FORTRAN language. Furthermore, Dr. Sun has extensive experience in the development of equations of state and has thorough knowledge of the Peng Robinson, Patel-Teja, Redlich-Kwong, Lennard-Jones, and other equations of state. He has experience modeling complex phase equilibrium and has published in the area of solid-fluid phase equilibrium applied to natural gas systems. In addition, Dr. Sun has extensive experimental work that gives him the ability to interpret and analyze data used in the development of thermodynamic models. Dr. Sun has a unique combination of skills and experience that are necessary to provide successful and timely completion of the tasks related to the proposed work. NIST requires the development and implementation of alternative equation of state models and complex phase equilibrium algorithms for the enhancement of the NIST software program REFPROP (NIST Standard Reference Database 23, NIST Reference Fluid Thermodynamic and Transport Properties Database), developed by the Physical and Chemical Properties Division of the National Institute of Standards and Technology in Boulder, Colorado. NIST intends to negotiate with only one source, Dr. Tongfan Sun of Atlanta, Georgia, to procure his services for the development and implementation of alternative equation of state models and complex phase equilibrium algorithms for the enhancement of the NIST software program REFPROP. General skills involve computer programming in the FORTRAN language combined with extensive experience in thermodynamic modeling and equation of state development. Specific skills include familiarity with multiphase equilibrium algorithms including vapor-liquid equilibrium and liquid-liquid equilibrium for binary and multicomponent systems, and also experience in thermodynamic modeling with cubic equations of state, the Peng-Robinson in particular. The REFPROP program, developed by the National Institute of Standards and Technology, is an important tool for the dissemination of thermophysical property information and is under active development. This simplified acquisition (NTE $100K) is being conducted under the authority of FAR Part 13. No solicitation is available. Responses to this notice must be received no later than March 14, 2006 and will be evaluated solely to determine if a competitive procurement process will be in the Government?s best interest.
