- SELF-WEIGHING AIRCRAFT PALLET REQUEST FOR INFORMATION (RFI) ONLY FOR PLANNING PURPOSES. THERE IS NO SOLICITATION DRAWING PACKAGE AVAILABLE. This is a request for information only as defined in FAR 15.201(e). The government does not presently intend to award a contract, but wants to obtain information on load cell technologies that can be integrated into current AF pallets. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Air Warfare Battlelab (AWB), Mountain Home Air Force Base, Idaho, is planning to conduct a study that will evaluate commercial options to solve the following problem: United States Air Force is seeking load cell technologies that can be incorporated into a standard 463L and an ISU-90 aircraft pallet for the purpose of adding the capability to ?self-weigh? the contents loaded on or within the pallet. The AWB is interested in Commercial-Off-The-Shelf (COTS) products that could be used as-is or slightly modified to solve this problem. These are desired requirements sought by the USAF: 1. System must be ?ruggedized? to endure austere operating environments, 1.1. Capable of operation in extreme hot and cold temperatures, 1.2. Capable of operation in extremely humid or dry conditions, 1.3. Forklift transportable (same as currently fielded pallets), 1.4. Shock resistant, meaning system can endure jostling and dropping during loading & offloading, 1.5. Flightworthy, system must be unaffected by extreme changes in altitude; 2. Functional range of 200-10,000 lbs (both pallet types), 2.1. Must be accurate within determined tolerances (+/- 5 lbs) on a level surface, 2.2. Must be capable of handling uneven weight distribution, 2.3. If calibration is required, intervals must be reasonable (i.e. less frequent than annual) and if possible, can be performed in the field; 3. Integration of load cell system and display must not effect overall pallet dimensions or ease of loading onto an aircraft, truck or forklift, 3.1. Power source must be contained within the unit (batteries), 3.1.1. Batteries must be easily replaceable and commercially available, 3.1.2. Must be able to turn off system for battery conservation; 4. System display must be in an easily accessible (but not damage vulnerable) location. The AWB is seeking the following specific information from industry representatives: 1. The manufacturer's suggested retail price for integration of the commercial product. 2. The name of distributors who could sell to the Government. 3. The degree to which the product can meet or exceed the above desirable and beneficial attributes of the USAF.
