- COMBINED SYNOPSIS - SOLICITATION FOR COMMERCIAL ITEMS (IAW FAR 12.603 (c)) (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued. (ii) This solicitation/synopsis reference number is FA4418FENCE and is being issued as a Request for Proposal (RFP). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-07. (iv) This acquisition is 100% set-aside for small businesses. The associated NAICS code is 235990 with an $12 million size standard. (v) Contractors shall submit a lump sum proposal for: Line Item 0001, RENTAL OF FENCING, 7,400 LF, to include set-up on 20 May 04 and tear-down on 22 May 04, IAW attached Statement of Work (attached). Line Item 0002 ? Same service for ADDITIONAL CROWD CONTROL FENCING, 1,200LF. Line Item 0003 ? Same service for INDUSTRY STANDARD CONSTRUCTION FENCE, 2,400LF, IAW paragraph 7.2 in the Statement of Work. Contractor must: (1) be a member of ICAS (International Council of Air Shows) for at least one year by the time of the Charleston Air Expo (08 April 2006); (2) provide references for this service from at least three large air shows for military customers; large air show means an on site spectator crowd of at least 80,000 people. (vi) Line Item 0001, RENTAL OF FENCING, 7,400 LF, to include set-up on 20 May 04 and tear-down on 22 May 04, IAW attached Statement of Work (attached). Line Item 0002 ? Statement of Work STATEMENT OF WORK PROVIDE CROWD CONTROL FENCING FOR CHARLESTON AIR EXPO 2006 AT CHARLESTON AFB, SC 08 April 2006 Reference # 1. GENERAL DESCRIPTION Contractor will provide all materials, equipment, and personnel to transport, store, set up, and remove all crowd control fencing for the spectator area of the Air Expo at Charleston AFB, SC on 08 April 2006. Contractor will leave the work area clean and free of debris and construction materials. 2. DATES Contractor will be available for set up by 0800 on 06 April 2006. Actual times available for set up will be determined by the government, and may not be continuous, and may be at any time of the day, including night time and early morning. Removal of the fencing will begin at the direction of the government and may be immediately after the end of the air show, scheduled to end at 1700 on 08 April 2006. 3. FENCING REQUIREMENTS 3.1 CLIN 0001 The fencing must present a neat and clean image and appearance. It must not be able to be easily pushed over, and not present a tripping hazard. Fence will be of the metal crowd control type or approved equivalent. 3.2 Approximately 7,400 LF of fencing will be required. 3.3 Fence must be free standing and wind resistant to 50 mph. Fence must be capable of being positioned on asphalt, concrete, and grass surfaces, without causing any damage to any surface it is placed upon. No damage will be done to airfield surfaces, paved areas, or grass areas. 3.4 Fencing must be at least 36 inches high, with a maximum spacing of less than 5 inches. Fencing must be modular, interlocking, and capable of being laid out in a multitude of geometric shapes, including, but not limited to, rectangles and equilateral triangles. Modular lengths of 10 feet or less must be available. 3.5 Fencing must be capable of creating open access ways for pedestrians and/or vehicles. Fencing must be capable of providing emergency access openings, within two minutes, wide enough for large fire department vehicles. 4. PERFORMANCE REQUIRMENTS Contractor will: (1) be able to safely set up all required fencing within 10 total hours, which may not be continuous, while working with and around other contractors and base organizations that will be using heavy equipment, during any hour of the day or night (2) provide personnel to move, and replace, approximately 300 LF of fencing for aircraft to go from static display area to the runway during the show and within 30 minutes; this will be done on two separate occasions during the show; no heavy equipment can be used for these moves due to the location, timing, and proximity to the spectators (3) provide personnel available on site during the air show for any adjustments, repairs, or other fence issues that may arise (4) be able to safely remove all fencing from the airfield and taxiway area and clean up the work area within five hours of the end of the air show, and remove all fencing, equipment, and personnel from the base within 12 hours of the end of the air show. 5. CONTRACTOR REQUIRMENTS Contractor will: (1) be a member of ICAS (International Council of Air Shows) for at least one year by the time of the Charleston Air Expo (08 April 2006) (2) have provided this same service to at least three large air shows and be able to provide references upon request; large air show means an on site spectator crowd of at least 80,000 people (3) provide personnel that are lawfully allowed on base premises. 6. PERMIT REQUIRMENTS Any and all permits required for this project will be the responsibility of the contractor. 7. ADDITIVE BID OPTIONS ? Funding is not currently available for these items. The government requests quotes for planning purposes only. 7.1 CLIN 0002 Provide up to an additional 1,200 LF fence, IAW Sections 3 and 4 requirements. 7.2 CLIN 0003 Provide 2,400 LF of industry standard temporary construction fence (i.e. orange/plastic type), at least 36? tall, for use in conjunction with the metal crowd control fence. Contractor will provide all materials, equipment, and labor to securely fasten construction fence to up to 2,400 LF of metal crowd control fence. IAW Section 4, set up and tear down performance periods and responsibilities will not change.
