- SOURCES SOUGHT NOTICE Regional Oversight Contract III (ROC 3) Region 7 This is not a solicitation announcement. No contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. The proposed requirement mentioned herein is being considered for Service Disabled Veteran-Owned Business (SDVOB). EPA will use responses received from this sources sought notice to make appropriate acquisition decisions. EPA Region 7 is seeking information regarding SDVOBs who can perform all Performance Work Statement (PWS) requirements. This acquisition will be processed under the North American Industry Classification System (NAICS) code 562910. Interested firms must demonstrate in their qualifications statement that they are qualified to perform the PWS under this NAICS code. The United States Environmental Protection Agency (EPA) is currently seeking sources for a potential requirement for professional, administrative and management support services in support of EPA in its mission of oversight and enforcement of both Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Resource Conservation and Recovery Act (RCRA) activities at active, closing, or former Federal facilities, including Base Realignment and Closure (BRAC) installations, Formerly Used Defense Sites (FUDS), and Formerly Used Site Remedial Action Program (FUSRAP) sites. To a much lesser extent, this contract may be used to provide technical support to EPA at non-Federal potentially responsible party (PRP) lead sites (i.e., privately owned). Tasks in the PWS include conducting technical review of documents, videos, databases, etc. prepared by or associated with the facility or site regarding environmental activities and/or support related to specific initiatives; technical support during meetings/conference calls with EPA, other Federal, state, non-Federal PRPs or facility contractor personnel; field audits and inspections, field sampling, and data review (relative to Preliminary Assessment/Site Inspections, Remedial Investigation/Feasibility Studies, treatability studies, Remedial Design/Remedial Actions. Tasks also include removal and operation/maintenance activities as specified in CERCLA, as well as activities related to RCRA Facility Assessment, Facility Investigation, underground storage tanks, off-site treatment, storage, and disposal requirements, multi-media inspections, and land disposal restriction inspections under RCRA; other technical support which may include post-record of decision activities, community involvement and outreach activities, military munitions response support, radiation support, negotiations support, and EPA initiatives and/or project specific technical support. Firms responding to this Sources Sought Notice shall provide EPA Region 7 all appropriate documentation (detailed capability statement and/or relevant past performance history which documents the ability to manage and perform a large, complex federal program, perform concurrent multiple tasks, and the ability to control costs. Interested firms are invited to submit a Qualifications Statement which should include: 1) firm's address and office locations 2) firm's NAICS code(s) 3) firm's annual revenue for last 3 years 4) firm's experience in coordinating large, complex, multi-party projects - provide 2 examples with descriptive and contact information 5) description of your understanding of nuances associated with Federal facility cleanup versus private site cleanup 6) firm's experience in conducting technical reviews of Federal facility documents - provide 5 examples with descriptive and contact information 7) firm's experience in providing technical support to government organizations during meetings, presentations, etc. 8) firm's experience conducting CERCLA and RCRA field audits and inspections, collecting field samples, providing data review activities at Federal facilities 9) firm's experience in providing technical oversight for the PWS tasks mentioned above 10) firm's experience with hazardous waste and mixed waste sites - provide 3 examples with descriptive and contact information 11) firm's experience with overseeing or conducting community involvement and outreach activities for government organizations 12) firm's experience with DOE deactivation and decommissioning activities 13) firm's experience with full or partial National Priorities List (NPL) site deletion activities at DoD or DOE sites 14) firm's experience with FUDS 15) firm's experience with the use of geographic information systems (GIS) software on projects 16) firm's experience with providing negotiation support services (obtaining expert witnesses, providing subject matter experts) 17) firm's experience with facilitating formal partnering between multiple Federal agencies or other organizations Responses are due by November 30, 2005. This Sources Sought Notice neither constitutes a Request for Quote, nor does it restrict the EPA to a particular acquisition approach.
