- C -- SOURCES SOUGHT The U. S. Coast Guard is considering whether to set-aside an acquisition for professional architectural/engineering services for small business concerns only. The applicable North American Industry Classification System (NAICS) for this acquisition is 541310 and the small business size standard is $4.5 Million. The acquisition is for an Indefinite Delivery Contract (IDC) to prepare plans and specifications on an as-needed basis for miscellaneous modifications, renovations, and new construction of Coast Guard Shore Facilities throughout the United States and Puerto Rico. The scope of work also includes construction management and inspection services; services to assess and specify asbestos and lead paint abatement; environmental regulatory services and permitting; services to provide geotechnical, topographical and hydrological surveys and designs; and services to provide outfitting and furnishings. The services will be provided under a 12-month IDC with a guaranteed minimum of $50,000. The maximum amount of each task order is $3,000,000 with a $10,000,000 per year total for all task orders. The Government reserves the right to exercise nine one-year options subject to the same dollar threshold limitations of the base year. No additional information is available at this time regarding specific projects. The following evaluation criteria are applicable: (1) Specialized experience of the firm and technical competence in the type work required (including joint venture or association) in similar projects; (2) Professional qualifications and capacity to provide satisfactory performance of required services and accomplish the work as scheduled; (3) Past performance on D.H.S. (previously D.O.T.) and other Government contracts in terms of quality of work, ability to meet contractual performance/delivery schedules and accuracy of construction cost estimates; (4) Ability to provide estimates in Building System and specifications section format adjusted to local conditions at project site; (6) Ability and experience to perform waterfront design; (7) Ability and experience in preparing Design/Build proposal packages; and (8) Ability and experience in preparing project planning proposal reports and studies. At the present time, the acquisition is expected to be issued under full and open competition procedures.
