- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued separate from this announcement. Solicitation DE-RQ65-06WG72102 is issued as a Request for Quotation. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-07. A fixed price contract will be awarded using Simplified Acquisition Procedures. This solicitation is 100% small business set-aside. The North American Industrial Code (NAICS) is 423610 and the business size standard is 100 employees or less. COMMERCIAL ITEM SPECIFICATION Conductor Insulator The U.S. Department of Energy, Western Area Power Administration, Desert Southwest Customer Service Region requires: ??? Polymer-Fiberglass Suspension Insulators Complete item description, specifications and quantities are detailed within the attachment labeled ???PAD-KOF_GFE_TL_ Insultors.doc???. FOB Destination, specific address/directions will be given upon award. Delivery shall be no later than 07/01/2006. The supplier shall be responsible for unloading of all materials upon delivery ??? no docks are available. Please include this cost in your quote. The following FAR clauses/provisions are applicable to this acquisition. FAR Clause/Provisions, 52.203-3, Gratuities, 52.212-1, Instructions to Offerors Commercial Items, 52.212-2, Evaluation ??? Commercial items applies to this acquisition. The Government intends to award to the responsible contractor whose quotation is the most advantageous to the Government, considering price and price-related factors. Technical specification compliance and delivery schedule when combined are slightly more important when compared to price and past performance. Contractor shall submit with their offer, 2 (two) copies of product drawings and information data of product offered, in addition to at least 3 (three) references for past performance for the intention of offer evaluation. Offerors should include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications ??? Commercial Item, 52.212-4, Contract Terms and Conditions Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items found at http://farsite.hill.af.mil/vffara.htm or complete a copy in the ORCA database https://orca.bpn.gov/. If a change occurs in this requirement, only those offerors that respond to this announcement within the required time frame will be provided any changes/amendments and considered for future discussions and/or award.
