Description
The purpose of this Source Sought notice is modify the previous notice that was issued February 15, 2006. After further review of the Statement of Work, the NAICS code is being revised to 541519. If you submitted a response under the previous NAICS code you are not required to submit a response to this notice. This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classifications (HUBZone 8(a), 8(a), HUBZone, Small Disadvantage Business and Small Business) relative to the NAICS Codes. Project Title: State Systems Technical Assistance Project (SSTAP) Contract No.: 270-06-0152 Project Description: The purpose of this contract, to be administered through the Center for Substance Abuse Treatment is to assist States in effectively addressing their needs for improvements in substance abuse treatment funded by the Substance Abuse Prevention and Treatment (SAPT) Block Grant and related State resources by (1) developing a technical assistance (TA) plan to implement improvements identified in a technical review (conducted under another contract), (2) providing and/or arranging of technical assistance based upon the TA plan, (3) designing, providing or arranging for ad-hoc technical assistance based on other State, local, or community needs, and (4) maintain and monitor the consultant exchange data base, electronic tracking system and forum. The results of this effort will be to improve States' compliance with Federal block grant requirements, national outcome measures and to enhance the capability of States to provide quality services and treatment through a strengthened systems infrastructure which addresses the linkages among substance abuse, public health, criminal justice, juvenile justice. To carry out this project the contractor shall accomplish the following: Develop and execute comprehensive State TA plans that are designed to resolve deficiencies identified in the on-site technical review reports, as well as delivery of, or arrangement for appropriate technical assistance (TA). The Contractor shall also provide or arrange for TA to assist States to respond to national, state and local priorities, such as implementation of performance improvement measures that address treatment outcomes; enhancement of women?s services; address cross-cutting issues, implementation of quality improvement and monitoring and appropriate client placement. Plan, organize, and provide for meetings, trainings or presentations; supervise a cadre of expert consultants; and prepare and produce special reports on a variety of issues or topics More specifically, the objectives of this contract shall include the following: A) Design of comprehensive state technical assistance plans that are designed to address identified deficiencies. The contractor is responsible for executing, monitoring and reporting the various components of the comprehensive TA plan. These TA activities may include individuals from the State AOD agency, local treatment providers, mental health agency staff, public health, criminal justice system, housing agency staff, community-based programs and children?s services. TA activities may include bringing together key state staff, consumers, community leaders and other stakeholders to discuss National, Regional, State, local and community issues and concerns to ensure a clear and comprehensive approach to an identified topic. B) States may also request TA on an individual basis, through the Single State Authority Director, to address issues which are identified outside the TR process. In response to these requests, the Contractor shall design, implement, monitor and provide support for, and deliver technical assistance in collaboration with the GPO, the SPO and State Director. This assistance will address a wide variety of issues, such as: strategies for improving or enhancing women?s services; identifying opportunities for integrating administration and delivery of services; provide training to assist in appropriate client placement, screening and assessment; assistance in appropriate rate setting, workforce development, and working with state and providers to assess and implement culturally appropriate services/levels of care. C) Develop and prepare special reports throughout the contract period that can be used by the States and Territories to strengthen their ability to plan, manage, enhance and monitor their substance abuse treatment services and service systems Addressing topics of particular interest and concern to States, such as issues regarding States' efforts to design new systems to address the national outcome measures, substance abuse services, organizational placement, or health care cost containment concerns, and may require consultant experts and writers to research, analyze and prepare reports suitable for publication. These include, but are not limited to, technical reports, literature reviews, manuals, special reports, analytical reports and guidelines. D) Maintain the consultant exchange, for use in this contract and as a service of common concern for all CSAT contracts providing data on and needing access to a pool of experts. Maintain, monitor and update an automated data tracking system (TA Tracker). The TA tracking system is an electronic web-based system utilized by numerous CSAT projects/contracts. It that contains both coded and detailed narrative information on TA activities and the personnel and budget required to complete the activity. The system can sort and organize the data into a variety of reports, enabling member contractors to report in a standard and uniform format. The TA Tracker is also used as a management tool by federal government project officers. Maintain and manage the TIE Forum, an electronic means of communication between CSAT and State substance abuse agencies, grantees, and contractors, between these entities and CSAT and among themselves. Your responses to the questions provided below will assist the Government in selecting the appropriate acquisition method. Page limit: Maximum 11 pages (font size 10 or larger). In addition, a copy of the company capability statement will be accepted. Responses are due on March 10, 2006. Please send one (1) original and one (1) copy of your response to Lynn Tantardini, Contracting Officer, 1 Choke Cherry Road, Room 7-1059, Rockville, MD 20857. Your responses are due by 2:00PM EST. The anticipated period of performance is a one year base with four (4) option years. After review of the responses received a solicitation may be published in the Federal Business Opportunities around March 22, 2006. Response to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions: 1. Is your business a small business under the NAICS code? 2. Does your firm qualify as a small disadvantaged business? 3. If disadvantaged, specify if your firm is certified under Section 8(a) of the Small Business Act? 4. Are you considered a certified HUBZone firm? 5. Are you considered woman-owned or operated business? 6. Are you a certified Service-Disabled Veteran Owned or Veteran Owned? 7. Is your business a large business? 8. Describe in detail your proven capability and current in-house capability to administer and manage a project of this size and scope. 9. Describe and provide examples of your proven capability and current in-house capacity to provide consultation to State and Territories on system change, organizational development, leadership, data collection and reporting, resource management, and infrastructure development. 10. Describe your proven capability and current in-house capacity to provide support in a variety of formats including site visits, web-based communications; knowledge dissemination, telephone and teleconferences, trainings and workshops. 11. Describe and include examples of your proven capability and current in-house capacity for original drafting, writing and editing of reports and meeting summaries, developing presentations materials; power point slides; graphic design, editing and updating of written documents and processes for publication and dissemination. 12. Describe your proven capability and current in-house capacity to work with racial, ethnic, cultural, social, gender, disability, linguistic, and age diversity when working with State and Territory Agencies, local providers and communities. 13. Describe your proven capability and current in-house capacity to provide electronic communications, not limited to, website design/development, e-mail, database writing and programming, writing codes and the use of technology. 14. Describe and provide examples of your proven capability to assess State and Territories needs and develop appropriate technical assistance to best address those needs. 15. Describe your proven capability and current in-house capacity to provide technical assistance and support in a variety of formats including, but not limited to, site visits; training; telephone and teleconferences; presentations; e-mail, meetings, workshops, and conferences. 16. Describe your proven capability and current in-house capacity to design/develop, monitor and maintain [update] an electronic information management system, to effectively track and retain technical assistance activities/events designed and delivered to the States and Territories, in an organized and systematic way and to generate a variety of reports from data contained in the system.
