Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is F3Z3516025A100; this solicitation is a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-08 and Defense DCN 20060123. This acquisition will be a 100% small business set-aside; the North American Industry Classification System (NAICS) code is 611519. The business size standard is $6M. The Federal Supply Class (FSC) is U006. The Standard Industrial Classification (SIC) is 8299. This request for quotation consists of the following items: Item 0001: Qty 10 EA, Fiber Optics Class, Services, nonpersonal: Contractor to furnish all labor, tools, materials, transportation, and all necessary items to provide instruction on FIBER OPTICS PROGRAM. The course is a package of two courses; INTRODUCTION TO FIBER OPTICS and ADVANCED FIBER OPTICS. The program will provide students with the intermediate skills necessary to perform as a fiber technician/installer. Will require an advance copy of the course syllabus for each course. Will require a list of equipment and material to be utilized with each course. ETA or ACES International certification certificate given to each individual student upon successful completion. Location: Travis Conference Center Bldg 250, 530 Hickam Ave Travis AFB, CA 94535. Date: 10APR06 through 21APR06, these dates are firm due to student availability. The introduction course shall be taught the first week and the advanced course will be taught the second week. Each course will conclude with a test. The introduction course contains the basic theory of fiber optics systems, including optical light transmission and the origin of fiber optic technology, transmission from electrons to photons, review of analog and digital communications, regeneration, laser and light-emitting diode operations, fiber optic losses, connector and splicing techniques. Also, the study of different types of fiber and their manufacture, review of cabling basics and different installation techniques. Included in the cost of the tuition are the detailed fiber optic handouts. All test equipment, fiber material and tools are provided for the student use during lab. The advanced course will utilize a complete lab, equipped with the most advanced fiber optics available. The hands-on lab will include troubleshooting and testing using a optical time domain reflectometer (OTDR), use of a variety of special tools and equipment, fusion and mechanical splicing techniques and the installation of various connectors and cables. This course will focus on refining the basic splicing terminating and testing skills while introducing many of the various fiber optics applications; video, desktop, security systems, avionics, in the industry and the military. Upon award the contractor will be required to coordinate with the customer. The following provisions and/or clauses apply to this acquisition.
