Description

The Bureau of Reclamation, Boulder City Regional Office, Boulder City, Nevada, intends to award on a sole source basis a purchase order to Mr. Clark Newby for technical accounting services in the review of records of Central Arizona Water Conservation District (CAWCD). Mr. Newby will assist Reclamation accounting staff with the preparation of and reporting of findings and recommendations on any findings during the review. Mr. Newby will document and report on internal controls over the financial management of the collection and use of water rates charged by CAWCD. Mr. Newby will review and report on the rate setting process for the establishment and reconciling of the water rates. As a former Supervisory Accountant for Reclamation's Lower Colorado Regional Office, Mr. Newby has expert knowledge of Bureau of Reclamations projects, law, and procedures; knowledge of Bureau policy and laws as they pertain to the Central Arizona Project. Reclamation's requirement for this review must have a person who has a thorough knowledge and understanding of the Lower Colorado Regions history between the Bureau and Central Arizona Water Conservation District. (CAWCD). They must have a working knowledge of the stipulation agreement between the Bureau and CAWCD. They must have a background in Governmental accounting with knowledge of setting water and power rates. Mr. Newby has expert knowledge of all of these requirememts. This procurement will be awarded using Simplified Acquisition Procedures. The anticipated award date is March 10, 2006. Questions may be directed to Leslie Leavitt at lleavitt@lc.usbr.gov
