Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format found in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued. The Government intends to award a Base Year Indefinite Delivery, Indefinite Quantity Contract with Four (4) Option Periods which the Government may award in accordance with the terms of the resultant contract awarded following this solicitation. The solicitation number for this request is 70181-6-R018 and the solicitation is being issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular (FAC 05-06) and Federal Acquisition Regulation (FAR). This is NOT a small business set-aside procurement. This requirement is being advertised under NAISC classification code: 454319. B.1 BASE BID ITEMS: BASE YEAR: (April 1, 2006 through September 30, 2006) Base Bid Item One: Provide all labor, delivery, transportation, materials, and all that is necessary to provide an estimated 500 total gallons of heating fuel oil automatic fill, on a keep-full basis, once per month or as needed, supplied to the heating fuel storage tank located at the USFWS hangar at the airport (731 Airport Road). $_________per gallon x 500 gallons (estimated quantity)= $___________ Base Bid Item Two: Provide all labor, delivery, transportation, materials, and all that is necessary to provide an estimated 500 total gallons of heating fuel oil automatic fill, on a keep-full basis, once per month or as needed, supplied to the heating fuel storage tank located at the USFWS warehouse on Windmill Hill (1417 Kanakanak Road) $_________per gallon x 500 gallons (estimated quantity)= $___________ Base Bid Item Three: Provide all labor, delivery, transportation, materials, and all that is necessary to provide an estimated 500 total gallons of heating fuel oil automatic fill, on a keep-full basis, once per month or as needed, supplied to the heating fuel storage tank located at the USFWS residence in Neqleq Sub. (1037 Emperor Way) $_________per gallon x 500 gallons (estimated quantity)= $____________ Base Bid Item Four: Provide all labor, delivery, transportation, materials, and all that is necessary to provide an estimated 1,000 total gallons of heating fuel oil automatic fill, on a keep-full basis, once per month or as needed supplied to the heating fuel storage tank located at the USFWS 4 Plex in Neqleq Sub (3535 Lupine Dr) $_________per gallon x 1,000 gallons (estimated quantity)= $__________ Base Bid Item Five: Provide all labor, delivery, transportation, materials and all that is necessary to provide an estimated 1,000 total gallons of AvGas (100 octane minimum) to Bulk Tank #4 located at the USFWS hangar at the Dillingham Airport (731 Airport Road). Bulk Storage Tank #4 is located at the USFWS hangar which is across from the commercial airport facilities at the Dillingham, Alaska Airport. $_________per gallon x 1,000 gallons (estimated quantity)= $__________ Total Base Bid: (Total Base Bid means Base Bid Item One + Base Bid Item Two+ Base Bid Item Three+ Base Bid Item Four+ Base Bid Item Five): $______________ B.2 UNIT PRICING FOR INCREASED OR DECREASED QUANTITIES A. The following provides estimated quantities, unit prices, and the extended totals for the unit prices for the increased or decreased quantities that are increased or decreased from work set forth in these specification, all of which is included in the lump sum base bid set forth above. In order to be considered for payment as "increased quantities" those increases must be authorized by the Contracting Officer in writing prior to accomplishing any "increased quantity" work. In the event that there is a difference between a unit price and the resultant extended total, the unit price will be held to be the intended bid and the total re-computed accordingly. If a bidder provides a total but fails to enter a unit price, the total will be divided by the specified increased or decreased quantity and will be the intended unit price. B. The bidder proposes to perform increased or decreased work for stated resulting additions, increases, or decreases, to the Base Bid. Additions shall include all modifications of work of additional work that the bidder may deem to be required to perform by reason of field additions or changes specifically authorized by the Contracting Officer. Bid increased or decreased quantities work shall include allowances for overhead and profit, and within the established time for completion. 1) Unit Price per gallon of Heating Fuel Oil: $________per gallon x 1.00 gallon= $_________ 2)Unit price per gallon of AvGas: $________per gallon x 1.00 gallon= $_________ Total Increase/ Decrease Bid Items: $__________ Total Overall Bid: (Total Overall Bid means Base Bid from B.1 above + Increase/Decrease Items 1+2)= $_______________ ***FAILURE TO ENTER PRICES ON ALL BID ITEMS AND INCREASED/ DECREASED QUANTITIY LINE ITEMS SHALL BE CAUSE FOR REJECTION OF PROPOSAL. SCOPE OF WORK REQUIREMENTS: All fuel provided under the resultant contract shall be F.O.B. Destination within consignee's premises, delivered and pumped into multiple bulk fuel tanks at the U.S. Fish and Wildlife Service's (USFWS) Togiak National Wildlife Refuge (NWR), at multiple sites in Dillingham, Alaska. The following are the HEATING FUEL OIL Storage Tank Sites: The Contractor shall provide automatic fill, on a keep-full basis, once per month on each tank. 1. 500 Gallon tank, located at the USFWS hangar at the airport (731 Airport Road) 2. 500 Gallon tank located at the USFWS warehouse on Windmill Hill (1417 Kanakanak Road) 3. 500 Gallon tank located at the USFWS residence in Neqleq Sub. (1037 Emperor Way) 4. 1000 Gallon tank located at the USFWS 4 Plex in Neqleq Sub (3535 Lupine Dr) The heating fuel oil storage tank sites are subject to change if occupancy status changes. Togiak NWR will notify the contractor with any changes. The following is the AVGAS Storage Tank Site: The Contractor shall provide automatic fill, on a keep-full basis, once per month or as needed for the AVGAS(Octane 100 Minimum) bulk tank #4. The AVGAS bulk fuel tank is located at the USFWS hangar across from the commercial airport facilities. 1. 1000 Gallon tank located at the USFWS hangar at the airport (731 Airport Road) PROVISIONS AND CLAUSES: The Provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The Provision found at FAR 52.216-02, Economic Price Adjustment shall be included in this solicitation to make changes for the cost of fuel increases or decreases. PROPOSAL EVALUATION CRITEREA: The applicability of FAR 52.212-2, Evaluation-Commercial Items applies, and the specific criteria to be used for evaluation shall be as follows: 1) Best Value to the Government 2) Total Base Bid; 3) Total Price Per Gallon of Heating Fuel; 4) Total Price per Gallon of AvGas; 5) Additional Rebates and Discounts for multiple Quantities; Offeror's must supply a completed copy of the provision found at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items when responding to this acquisition. The Clause found at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The Clause found at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this solicitation.
