- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. NAICS size standard is 1,000 employees. The U.S. Special Operations Command, Technology Applications Contracting Office, requires four (4) training sessions for Flight Line Maintenance Training for the Breeze-Eastern Rescue Hoist. Dates of delivery are 3-7 April 2006, 10-14 April 2006, 10-14 July 2006, and 17-21 July 2006. Place of delivery is Fort Campbell, KY, FOB destination. The contractor shall provide training for a minimum of six (6) students, and a maximum of ten (10) students, on how to operate, maintain, repair, and test the Hoist. Additional the interrelationship between the Hoist, Control Pendant, and other system components related to hoist operation on the aircraft will be taught. The Government intends to award a contract to Breeze-Eastern, 600 Liberty Avenue, Union, NJ 07083, on a sole source basis. Breeze-Eastern is the original equipment manufacturer of these unique parts, and is the only company that offers the training course due to proprietary rights over the design. There are no other known sources that would be capable of performing the requested services due to proprietary data and other factors specified in this notice. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with offer. The clauses at 52.212-4, Contract Terms and Conditions -- Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items; 52.211-15 Defense Priority and Allocation Requirements; and 252.212-7001 Contract terms and conditions required to implement statutes or Executive Orders applicable to Defense acquisitions of commercial itmes, applies to this acquisition.
