Description
The Transportation Security Administration has a requirement for the Security Technology Integration Program (STIP) Phase I This acquisition will be limited to the procurement of a Commercial Off the Shelf (COTS) enterprise management solution that will communicate specific data and images to approximately 1,200 TRX systems fielded at approximately 80 airports across the country. This enterprise management system will provide for administrative and technical communications such as Threat Image Projection (TIP) library updates, equipment and operator performance downloads, remote operation, and centralized system software updates. Along with the COTS solution, the Contractor shall provide training and dedicated resources to support implementation. This new enterprise management system will be the foundation for a future more encompassing system to include approximately 13,000 pieces of transportation security equipment (TSE) at commercial airports nationwide. The expansion effort to support connecting the TSE beyond the initial 1,200 TRX systems will be addressed in a separate future Request for Proposal (RFP) managed by the Security Technology Integrated Program (STIP) phase II effort. The software shall contain the functionality to meet the future expansion. This acquisition has been created to establish a competitive proposal process for the procurement of an enterprise management system that will not only communicate data and images to TRX machines, but will possess the functionally to support all TSE in the future. This acquisition will be conducted using a down select process. First, Offerors will be asked to submit a five (5) page response to this RFP that outlines the vendor?s corporate expertise, past experience, technical approach, and program management approach. Second, based on the evaluation of these responses, TSA will then down select to a maximum of ten (10) vendors and request the submission of a full proposal in response to the RFP to include more detailed information as well as a price proposal. TSA intends to award one contract for the purchase of COTS Software, a basic 12 month performance period for training and support services, and option years to renew software license. 2. ADDITIONAL INFORMATION Vendors should refer to the DHS website at www.dhs.gov and the TSA website at www.tsa.gov for information about the TSA mission, organization, locations, customer services, and current initiatives. 3. RESPONSES TO THE RFP TSA is seeking qualifications from COTS Enterprise Manager Software Solution Providers with expertise and experience in: Large scale application implementation and support; Automation and standardization of processes; Remote Maintenance Monitoring (RMM) engineering efforts; Data reconciliation and storage. The following sections provide the outline for a response to this RFP. Responses to the RFP shall not be longer than 5 pages, 8? x 11 ? sized paper, Times New Roman 12 point font, and shall include the following sections: Section 1 ? Corporate Expertise Briefly describe the company, products and services, history, financial, ownership and other information deemed relevant. Section 2 ? Past Performance The Government is interested in understanding how similar past experiences are to the aforementioned solution. Describe key projects the company participated in that are similar in size, scope, and complexity to the TSA environment. This section may include descriptions regarding: customer environment, application solution designed/implemented, project management methodology, security requirements, best practices implemented, contract type, schedule and relevant lessons learned. Please indicate size (e.g., number of client sites, transaction volumes, bandwidth availability, and distance), scope, and complexity of the efforts cited. Section 3 ? Technical Criteria The Contractor shall provide their high level solution for the successful execution and completion of the project. The Technical Criteria shall include but not be limited to the following systems development lifecycle activities: requirements validation, design, development, use of COTS software, license agreements, lead times, significant milestones, testing and deployment support, training (both end users and system administrators), and open architecture to support future expansion. Section 4 ? Program Management Approach The Contractor shall provide a high level summary of its program management approach. This section shall include a preliminary project schedule outlining major tasks, deliverables, and milestones. The Contractor shall also list key skill sets, including their roles, responsibility and experience as it relates to this RFP. 4. QUALIFICATIONS EVALUATION The Government will evaluate vendor proposals according to the following criteria: Relevance of the discussion of application concept(s) and technical approaches to the TSA environment and goals based on assumptions made by the vendor and information provided by the Government in the RFP Relevance of projects identified for past performance information to the TSA in terms of size, scope, and complexity 5. Responders are solely responsible for all expenses associated with responding to this RFP. Information included with responses that exceed initial 5-pages will be discarded beyond 5th page. 6.
