- BOSS HSCG23-06-R-HXZ001 VENDOR QUESTIONS AND ANSWERS FedBizOps POSTING 1 March 2006 1. Q: The labor category description (page 58) for the Marine Surveyor requires that ?Personnel provided would be required to be a member in good standing of the Society of Marine Surveyors (SAMS)?. Will you accept ?National Association of Marine Surveyors (NAMS) ? Certified Marine Surveyors (CMS) (NAMS-CMS) in lieu of SAMS? A: Yes. Please note that an amendment will be issued for RFP Section J, Attachment D, changing the experience criteria for the Marine Surveyor, first sentence only, from that currently shown to: Personnel provided would be required to be a member in good standing of the Society of Accredited Marine Surveyors or the National Association of Marine Surveyors ? Certified Marine Surveyors. 2. Q: Are subcontractor Representations and Certifications required in Volume IV? A: Yes, to the extent an offeror that proposes subcontractor personnel must submit whatever portions of RFP Section K are applicable to a particular subcontractor. Each provision in Section K should be individually considered for requirement and effect. While the term ?offeror? in the context of a certification generally refers to the proposed prime contractor, certain clauses do require subcontractor certification. For example, FAR 52.203-11(b)(3) requires a like certification by subcontractors under a subcontract in excess of $100,000. Thus, if an offeror proposes subcontractor personnel under a subcontract that has the potential to exceed $100,000, that subcontractor?s representations, certifications, or other statements should be submitted. For offerors who submit subcontractor Representations and Certifications, subcontractor DUNS numbers may be provided in a proposal that will allow access to a subcontractor?s Online Representation and Certification Application (ORCA) (see RFP page 89, paragraph (b)). 3. Q: Will you provide a listing of the bidder?s list? A: The Government sent the BOSS RFP directly to the vendors listed below. Software Performance Systems, Inc. Navigant Consulting, Inc. A: Proposals must respond to all requirements of the solicitation, as set forth in RFP Section L.2, 52.215-1, Instructions to Offerors ? Competitive Acquisition, and Section L.6, Submission of Written Proposals ? Competitive. Proposals submitted with inadequate information may be found unacceptable. 5. Q: Is it acceptable to respond to the Claims Adjudication and Natural Resources Damage Claims and not the Professional Engineer portion of the project? A: See answer to Question No. 4 above.
