Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC) at MacDill Air Force Base (AFB), FL, is seeking information and conducting a market research to identify and evaluate the availability of an airborne optical probe capable of microphysics measurements in mixed phase clouds to collect size, concentration, timing information and other derived parameters of ice and water droplets. REQUIREMENTS: 1) Functions on the principle of particle light scattering to measure and to image cloud droplets and aerosol particles. 2) Detect and count cloud particles and precipitation in the size range from 200 pm to 12400 pm. 3) Measure particles in a concentration range from 0-1 000 per liter according to particle size. 4) Shall be capable of sampling a volume that provides good statistics over one- second time intervals according to particle size. This requires the acquisition of at least 500 images over this time interval, out of which 100 -200 are accepted. 5) Use a solid-state diode laser. The incident laser beam should focus onto at least a 64 element photo-diode array. 6) Provide software selectable asynchronous sampling frequencies from 0.1 Hz to 10 Hz. 7) Operates at True Air Speed of up to 200 mls. 8) Functions with on-board signal processor. 9) Data system interface shall comply with RS-422 standards. 1O) Shall operate at temperatures ranging from -50 to +50 degrees centigrade. 11) Shall reliably operate at altitudes from sea level up to 50,000 feet. 12) Shall reliably operate at humidity ranging from 0 to 100%. 13) Shall reliably operate when subjected to vibrations as encountered in the proximity of aircraft turbo-prop engines. 14) Shall not exceed 35 lbs (1 5.9 Kg) of weight. 15) Shall be housed into a PMS style probe canister. 16) Shall electrically be compatible with the PMS style probe canister including the two Amphenol 26-190- 24 connectors to allow selective instrument orientation (probe sample arms could be horizontally or vertically oriented). 17) Electronics and anti-ice heaters shall operate at 11 5 VAC +/-10% single phase from 50 Hz to 400 Hz and or 28 VDC +/-10%. 18) Power usage shall not exceed a total of 9 Arms of 115 VAC and 8 A of 28 VDC. 19) Shall be protected for load fault conditions which may result in high voltage arcing. Operation into arcing condition shall be eliminated. 20) Shall be protected from input power out of tolerance conditions such as under and over voltages and power surges. 21) Shall perform without degradation in presence of electromagnetic interference. 22) Shall limit the amount of electromagnetic disturbance that would affect the ability of other equipment or system to function satisfactorily. 23) Shall be protected from overheating. 24) Shall use flame-resistant materials as defined in Federal Aviation Regulation 1. NOAA will consider all comments, supportive or critical, but may or may not use these individual comments. In addition to comments, those interested are requested to provide a budgetary estimate for the instrument as specified herein. Interested sources are also encouraged to submit product literature in response to this RFI. Any submission of such product literature or ?catalog cut sheets? will be treated separate from, and will have no bearing on, any subsequent evaluation of proposals submitted in response to any resulting future formal Request for Proposals. NOAA will not pay for information or comments provided and will not recognize any costs associated with submission of comments. NOAA, as noted above, is assessing the existence of sources and is requesting written comments from industry on the requirements described herein. Written comments shall be submitted no later than 2:00 P.M. Central Standard Time, March 31, 2006. Sources interested in providing comments and proposals shall respond in writing to Ron Anielak, Contract Administrator, at the address listed.
