Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and Section 4202 of the Clinger-Cohen Act of 1966. Additionally, the acquisition is being procured in accordance with 10 U.S.C. 2304( c) (1) and FAR 6.302-1; only one responsible source and no other supplies or services will satisfy agency requirements. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be relea sed. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-23, dated 5 May 2004. The applicable North American Industry Classification System (NAICS) applicable to this effort is 54 1511. The size standard is 1000. This acquisition has been designated as unrestricted. The objective of this acquisition is to acquire information technology services to develop, write and/or enhance computer software programs and routines to support he licopter flight test data processing. A new Indefinite Delivery Indefinite Quantity (IDIQ) sole source contract will be awarded to Williams Technology, Cheaspeake, Virginia. Williams Technology is the only source capable of meeting the Government's requi rements due to their expertise and working knowledge of software interface programming languages that are unique to ground and flight test operations. The estimated value/ceiling price of the IDIQ contract is $500,000.00 for five (5) years. The minimum order will be $56,000.00, which will be obligated on the first task order concurrent with award of the master contract. No options are included in this acquisition. The provision at FAR 52.212-1, Instructions to Offerors Commerical Items, applies to thi s acquisition without addenda. Offerors shall include a completed copy of the provision at FAR 52.212.-3 Offeror Representations and Certifications Commerical Items (JUNE 2003) Alternate I and DFARS 252.212-7000 Offeror Representations and Certifications Commerical Items, with is offer. The following FAR clauses are applicable to this acquisition: 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition without addenda; 52.212-5, Contract Terms and Conditions Required to impl ement Statutes or Executive Orders Commerical Items (JUN 2004). The following clauses cited within FAR 52.212-5 apply; 52.222-19, Child Labor-Cooperation with Authorities and Remedies; 52.222-35, Equal Opportunity for Special Disabled Veterans and Veteran s of the Era and Other Eligible Veterans; 52.222-36, Affirmative Action for Workers and Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans Era, 52.225-13, Restrictions on Certain Foreign Purchases, 52.232-33, Payment by Electron ic Funds Transfer-Central Contractor Registration. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition Commerical Items, applies to this acquisition. The fol lowing clauses cited within 252.212-7001 apply; 52.225-7001, Buy American Act and Balance of Payment Program (ARP 2003), 252.247-7023, Transportation of Supplies by Sea (MAY 2002) and 252.247-7024, Notification of Transportation of Supplies by Sea (MAR 200 0). As previously noted above, Williams Technology is the intended source. Proposals are due on 6 March 2006 at 1:00 p.m. local time. Williams Technology is the only known source; however, interested persons may identify their interest and capability to respond to the requirement and submit a proposal. All responsible sources may submit an offer and will be considered. Alpha contracting methods with Williams Technology will be utilized. A solicitation document will not be available.
