Description
With this announcement, the Army Corps of Engineers, New England District issues a Pre-solicitation Notice for Facility Support and Management for the Engineering Directorate, 94th Regional Readiness Command at various U.S. Army Reserve Facilities lo cated in Massachusetts, New Hampshire, Vermont, Rhode Island, Connecticut, and Maine. (A list of all locations will be available in the solicitation documents.) The Contractor will be responsible for providing all necessary facilities, plants, labor, tra nsportation, materials, and equipment for Facility Support and Management. The work includes but is not limited to: site visits and site condition documentation; monitoring and maintenance of physical/functional conditions of building systems (e.g. HVAC, plumbing, etc.); response to repairs needed at facilities; procurement of supplies/services for facility maintenance; reimbursable repairs; oversight of existing contracts; submittal of receiving reports; response to emergencies; maintaining environmental compliance; properly storing and disposing of hazardous materials; response to environmental violations; coordination with 94th Regional Readiness Command. The New England District intends to award an Indefinite Delivery Indefinite Quantity Service contra ct. The contract will be for a base period of one year and four option year periods. The Classification Code for this procurement is North American Industry Classification System (NAICS) 561210. The Procurement is restricted to service-disabled veteran-owned small business concerns. See Numbered Note 29 for more information. The Small B usiness Size Standard is $32.5 Million average annual gross revenue of the concern taken for the last three fiscal years. The Request for Proposal will be downloadable from the INTERNET ONLY. The Request for Proposal is in Portable Document Format (PDF) and can be viewed, navigated, or printed using Adobe Acrobat Reader. The solicitation will be available on the Internet on or about 20 March 2006. The due date for proposals will be on or about 20 April 2006 at 4:00 p.m., local time. Requests made by telephone, fax, or e-mail will not be honored. Award will be made to the offeror whose proposal is determined to be the overall best value to the Government.
