Description

This announcement is a notice of intent to award a Sole Source service contract to update WINCASS and WEBCASS products and program resource interfaces. The authority for other than full and open competition is made in accordance with FAR 6.302-1 (a)( 2)(iii). The candidate will perform the following responsibilities: (1) Update and modify WINCASS/WEBCASS products; (2) Update and modify the program interfaces; (3) Provide technical support to incorporate support features for WINCASS/WEBCASS; (4) Provide training support associate with the upgrades; (5) Create a WEBCASS single sign on user role matrix. The qualifications required to perform effectively in the aforementioned position are as follows: (1) The contractor must have acute knowledge of WINCASS/WEBCASS software; (2) The contractor must have extensive experience in conducting modifications for th e WINCASS/WEBCASS programs; (3) The contractor must have extensive knowledge and experience in the development of WINCASS/WEBCASS software features and how they interact with the Army National Guard Systems; (4) The contractor must be extremely skilled in the updating/adjusting WINCASS/WEBCASS output features and the setup of data resource interfaces; (5) The contractor must be intimately familiar with the Army National Guard reporting procedures and application; and (6) Be able to begin work immediately, a nd complete the work no later than 12 months. The North American Industrial Classification System (NAICS) code is 541511, business size standard is $6,000,000. The sole source contractor is Ward Technology Group (WTG), 294 Forbes Court, Warrenton, VA 20186-2406. The government intends to award a firm-fixed price contract to Ward Technology Group for the period of 13 March 2006 to 31 March 2007. However, any who b elieve that they have the capability to meet the listed qualifications may submit, for consideration by the government, a statement of capability. Comments are due by 10 A.M. (MST) on 6 March 2006. If no comments are received by the closing date, a purcha se order will be issued to the above named sole source.
