Small Business Set-Aside: Total Small Business
Description: The Bureau of Reclamation, Lower Colorado Region, Hoover Dam, has a requirement for the design, fabrication and manufacture of two (2) mechanical plugs or two (2) dished, multiple-piece pressure relief valve bulkheads for installation inside of an 84-inch diameter pipe, which supplies water to the pressure relief valves. All components must be capable of passing through a 55-inch diameter access opening. Pipes are embedded in concrete. Each plug/bulkhead shall be designed for working pressure up to 250 PSI (plus cyclical loading up to 1.2 times the working pressure). The completed assembly shall include all gaskets, fasteners, seals, lift lugs and appurtenances to form a leak tight internal plug/bulkhead after it is installed by the Government. All design work must be documented and approved by a Professional Engineer, who will certify that the design work meets all applicable ASME codes and standards. Prior to shipment, the entire assembly shall be tested for leakage. The Government intends to award a firm-fixed price contract with a performance period of 180 days to complete this work. The solicitation is restricted to total small business. The North American Industry Classification System (NAICS) code for this acquisition is 332420, Metal Tank (Heavy Gauge) Manufacturing. The small business size standard is 500 employees. The solicitation is in the form of a Request for Proposal (RFP), which will be issued on or about March 17, 2006 with offers due approximately twenty-eight (28) days after. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via www.FedBizOpps.gov. The Government reserves the right to issue the solicitation on paper or CD if the FedBizOpps (FBO) website becomes inoperable or if the Contracting Officer determines it is in the Government's best interest to do so. Offerors should register at the FBO website to be included on the offeror list in order to receive notifications pertaining to the solicitation, or visit the FBO website after issuance to download the solicitation and any subsequent amendments. Offerors are required to have a current registration on the Central Contractor Registration (CCR) to be eligible for contract award. Offerors may register on CCR at http://www.ccr.gov.
